The Supreme People's Procuratorate, the Ministry of Public Security and the China Maritime Police Bureau jointly convened a meeting on June 6 to re-mobilize and re-deploy the special action to combat illegal sand mining, calling for speeding up the implementation of the key tasks of the special action and accelerating the overall effectiveness of the crackdown.
Reporters learned from the meeting that the illegal mining of sea sand is very harmful, endangering the marine ecological environment, destroying the order of resource development and utilization, posing a huge potential risk to navigation safety, and the illegal use of sand and gravel aggregate brings great potential safety hazards to construction projects. In recent years, law enforcement and judicial organs and other departments have continued to crack down on crimes under high pressure, effectively deterring crimes, but there are still criminals committing crimes against the wind, more and more concentrated areas, continuous renovation of means, constant variation of ways, and the situation of frequent and frequent illegal mining of sea sand is still grim. The joint deployment of the Supreme
People's Procuratorate, the Ministry of Public Security and the China Maritime Police Bureau requires that we adhere to the working ideas of paying equal attention to crackdown and supervision, law enforcement and justice, the administration of the Gulf and the coast, and the comprehensive administration of the rule of law, and implement systematic governance and comprehensive measures. We should strengthen overall planning and promotion, simultaneously strengthen the control of the source of high-incidence areas of illegal sea sand mining and the closure and seizure of transport corridors, establish and improve the three-dimensional provention and control mechanism of land, sea, air and space, timely inform the competent authorities of the implementation of the main responsibility, and enhance the crackdown and rectification efforts. We should deepen synthetic operations, strengthen intelligence collection, research and information sharing, strengthen case investigation and department linkage, adhere to the principle of "seven investigations in one case" and tackle major cases, intensify the effective crackdown on upstream and downstream crimes and related crimes, and enhance the accuracy of crackdown and rectification. We should promote comprehensive governance, actively integrate into the local comprehensive governance mechanism, speed up coordination and solve the shortcomings of law enforcement and supervision, actively promote ecological damage compensation, and enhance the depth of crackdown and remediation.
