On September 12, the mining right of granite for construction in the east of Luochuanya Village, Nanhu Town, Donggang District, Rizhao City, Shandong Province was successfully sold for 10 years at a starting price of 77.029 million yuan, and Rizhao Nongfa Environmental Management Co., Ltd. won it with 77.9788 million yuan. The mining area of the
project is 0.283 square kilometers, and the exploitable volume is 10.18 million cubic meters, including about 7.26 million cubic meters of ore and 2.92 million cubic meters of weathered stone.
Rizhao Nongfa Environmental Treatment Co., Ltd. was established in April 2018 with registered capital. It is 100% controlled by Rizhao Donggang Agricultural Development Group Co., Ltd. and is a state-owned enterprise.
According to Brother Shashi, Rizhao City is located in the middle of the main coastal axis of China and the southern wing of Shandong Peninsula. The scale of mineral resources in Rizhao City is mainly small, with few large deposits, and the types of mines are mainly non-metallic building materials mines.
The General Plan for Mineral Resources of Rizhao City (2021-2025) points out that by 2025, the total amount of mineral development in the city will be controlled within 45 million tons, including 23 million tons of sand and soil for construction and 2.5 million tons of titanium (iron) ore. 660,000 tons of copper ore, 300,000 tons of lead ore, 3.5 million tons of dolomite for metallurgy, 8 million tons of limestone for cement and 3 million cubic meters of granite for decoration. The capacity of intensive and large-scale mining will be improved
through new construction, integration, closure and other measures. During the planning period, the total number of mines will be controlled within 70, and the proportion of large and medium-sized mines will reach more than 70%.
Mine construction must conform to the principle of large-scale mining and intensive management. The mining scale of the mine shall be compatible with the resource reserve scale of the mining area (deposit), and the production scale of the mine shall reach the minimum mining scale standard of the mining minerals determined in the plan. Limestone for building stone, granite for building and granite for decoration. New mines must be large mines. Among them, the minimum mining scale of new large-scale granite mines for decoration has been increased from 20000 cubic meters per year planned by the province to 100000 cubic meters per year.
In view of sand and stone resources, the General Plan for Mineral Resources of Rizhao City (2021-2025) clearly States that:
1. The total amount of sand, stone and soil mineral development for
construction is controlled at 23 million tons. Including 3 million tons in Donggang District, 5 million tons in Lanshan District, 10 million tons in Juxian County and 5 million tons in Wulian County. During the
planning period, through the integration of mineral resources, the number of small mines and small mines will be reduced, the number of large and medium-sized mines will be increased, and the intensive and large-scale mining capacity will be improved. If the existing mining rights fail to meet the limited scale standards after expiration, they will be closed down. By the end of 2025, the total number of sand and soil mines for construction will be controlled at 25. During the planning period, it is planned to put into operation 20 new sand and soil mines for construction; in principle, the minimum resource scale of the mine shall not be less than 10 million tons.
2． Sand and gravel mines require that
the production scale of new sand and gravel mines for construction should not be less than 1 million tons per year, and the service life of mines should not be less than 10 years in principle. In line with the ecological red line protection planning and the overall planning of mineral resources, the mountains that are far away from the visible range of "three districts and two lines", with low vegetation coverage and can be developed as a whole should be sold and developed as a whole, and it is strictly forbidden to open large mines, small mines and more than one mine.
3． According to the national mining policy and the current situation of mineral resources exploration and exploitation in Rizhao City, the management and control measures
of sand and gravel resources should be strengthened in all districts and counties. In order to promote the scale intensive development and rational utilization of resources, combined with the actual situation of mineral resources development and utilization, the total amount of sand and soil for construction, the minimum mining scale, the number of mines, and the ecological protection of mining areas are macro-controlled and constrained by control indicators.
