planning period, the production scale of the new open-pit stone mine for ordinary construction shall not be less than 500,000 cubic meters per year, and the service life of the mine shall not be less than 10 years in principle; the mining right access conditions, mine geological environment protection and land reclamation requirements shall be strictly followed. Comprehensive use of government guidance, market regulation and other means to coordinate the rational allocation of sand and gravel mineral resources in the region, scientifically formulate the annual transfer plan, orderly release of mining rights, and promote the supply and stable price of building stones. Encourage and support the comprehensive utilization of waste rocks from existing mines, develop and promote the application of machine-made sand to replace river sand and sea sand; encourage the use of tailings, stone powder, mud powder, construction waste, etc. To develop new building materials, promote the integrated construction of mining and processing of building stone resources, and promote the high-quality development of the sand and gravel industry.
