The Municipal Water Affairs Bureau, the Municipal People's Court, the Municipal People's Procuratorate, the Municipal Public Security Bureau and the Municipal Judicial Bureau jointly organized special law enforcement actions for the safety protection of rivers and lakes in Zoucheng City to crack down on illegal and criminal acts in the fields of encroachment on rivers and lakes, obstruction of flood safety, destruction of water projects, illegal sand mining, illegal water intake and man-made soil erosion according to law. The relevant matters of the special law enforcement action are hereby announced as follows:
I. Key points
of the special law enforcement action (I) Flood control safety area. Mainly include: illegal occupation of river and lake waters and reservoir capacity, illegal occupation of river and lake shorelines and other acts; Acts that affect the stability of river regime, endanger the safety of water conservancy projects such as dams and their ancillary facilities, river banks and embankments, encroach on river courses, illegally build river-crossing, river-crossing, dike-crossing, river-facing buildings and structures, abandon or pile up bodies that obstruct flood discharge or plant trees and high-stalk crops that obstruct flood discharge, and other acts that obstruct the safety of flood discharge in river courses; acts of refusing to obey flood control and drought relief dispatching.
(2) Water resources, water ecology and water environment protection. It mainly includes: illegal water intake, "four disorders" of rivers and lakes (indiscriminate occupation, indiscriminate mining, indiscriminate piling and indiscriminate construction), man-made soil erosion hazards, refusal to obey water resources regulation, failure to implement the minimum ecological flow discharge and significant adverse effects on groundwater caused by underground engineering construction, etc; Investigate and handle cases of suspected crimes such as illegal reclamation of rivers and lakes, destruction of hydrological monitoring environment and facilities, and destruction of drinking water sources.
(3) River sand mining management. It mainly includes: unauthorized sand mining, sand mining in prohibited mining areas and prohibited mining periods, and illegal sand mining beyond the scope, depth, time limit and permitted amount; sand mining in the name of dredging, in which the crimes committed by the evil forces are severely punished according to law.
(4) Security areas of key water conservancy projects. It mainly includes illegal acts in the field of safety production of water projects, such as destroying dams or their observation, communication, power, lighting, transportation, fire control and other management facilities, operating flood discharge gates, water conveyance gates and other facilities of dams without authorization, and destroying the normal operation of dams.
(Five) flood storage and detention areas. It mainly includes: non-flood control construction projects that have not prepared the flood impact assessment report or the flood impact assessment report has not been examined and approved to start construction.

3. Other matters
