On September 5, the Legal Committee of the Lincang Municipal People's Congress organized a legislative hearing on the Regulations on the Management of River Sand Mining in Lincang City (Revised Draft), which was attended by more than 50 persons from the heads of relevant departments of cities, counties (districts), legal workers, representatives of sand and gravel enterprises, villagers and journalists from the news media. At the
hearing, the presiding officer explained the legislative background and hearing matters of the drafting of the Regulations (Revised Draft). The speakers of both sides of the hearing revolved around the "Regulations (Revised Draft)" on "River Regulation, Dredging, Water-related Projects Involving River Sand Mining Management", "River Sand Mining Permission System", "Intensive, Large-scale, Standardized and Unified Mining Management of River Sand Mining", "Villagers (Residents) Living for Their Own Use". Make full statements in light of their respective work responsibilities and actual production and operation, and debate on issues of disagreement.
After the meeting, the Legal Committee of the Municipal People's Congress and the Legal Work Committee of the Standing Committee will carefully study and absorb the opinions and suggestions of the participants and form a hearing report. At the same time, the Regulations (Revised Draft) will be further revised and improved through legislative research, legislative symposiums, expert demonstration meetings and unified deliberations, so as to make the Regulations on the Management of River Sand Mining in Lincang City a standing, effective and operable local regulation to help the management, development and protection of river sand mining in Lincang City.
