Shunde District Housing and Urban-Rural Construction and Water Conservancy Bureau recently issued the Announcement on the Delimitation of River Sand Prohibited Mining Areas in Shunde District in 2023. In order to maintain the stability of river embankments and ensure flood control safety, according to the relevant provisions of the Water Law of the People's Republic of China, the Regulations on the Management of River Sand Mining in Guangdong Province and the Announcement of Foshan Water Conservancy Bureau on the Delimitation of River Sand Prohibited Areas in Provinces and Municipalities in 2023, and in combination with the river regime and flood control safety in Shunde District. After consulting the relevant departments, the Shunde District Housing and Urban-Rural Construction and Water Conservancy Bureau has designated 16 rivers such as Ronggui Waterway as prohibited areas for river sand mining in Shunde District.
According to the Announcement on the Delimitation of the Prohibited Areas for River Sand Mining in Shunde District in 2023, the rivers designated as the prohibited areas for river sand mining in Shunde District in 2023 are as follows: It includes the main stream of Xijiang River, Shunde Waterway, Tanzhou Waterway, Pingzhou Waterway, Chencun Waterway, Chencun Chung, Jili Chung, Lijiasha Waterway, Hongqili Waterway, Shunde Tributary, Ganzhuxi, Donghai Waterway, Ronggui Waterway, Guizhou Waterway, Jiya Waterway and Haizhou Waterway.

There were relevant warning signs along the river bank, which clearly pointed out that sand mining was prohibited in the relevant rivers. "No one has been seen mining river sand, and the river banks along the line have been beautified and renovated, and the environment is much better." Ms. Zhang, a resident living nearby, said she suggested that relevant departments carry out regular inspections to ensure the stability of river embankments.
In order to further strengthen the management of sand yards within the scope of river management, ensure the stability of river regime, the safety of embankments, flood discharge, water engineering and shipping, and protect the water ecological environment, the management of sand yards within the scope of river management should be strengthened. In the near future, the Bureau of Housing, Urban and Rural Construction and Water Conservancy of Shunde District plans to set up and manage sand yards within the scope of river management in Shunde District. To this end, recently, the Shunde District Housing and Urban-Rural Construction and Water Conservancy Bureau announced the "Measures for the Management of Sand Yard Settings within the Scope of River Management in Shunde District (Revised Draft)" (hereinafter referred to as the "Measures").
The Measures further clarify the responsibilities of relevant departments and local towns and streets, such as the towns (streets) responsible for the specific daily management of sand yards, the responsibilities of local villages, communities and operators should be compacted, the daily supervis ion should be strengthened, the sand yards within their jurisdiction should be inspected regularly, and the sand yards within their jurisdiction should be inspected regularly. If it is found that there are acts that do not conform to the relevant management regulations and requirements in the operation of sand yards, it shall be investigated and dealt with according to law, or the operators shall be urged to rectify and take remedial measures within a time limit. The Shunde Branch of the Municipal Bureau of Natural Resources is responsible for supervising and investigating the illegal land use of natural resources such as sand yards involving illegal land occupation outside the scope of river management; Shunde Branch of the Municipal Bureau of Ecology and Environment is responsible for investigating and dealing with environmental violations such as industrial noise pollution and water pollutant discharge in the production and operation activities of sand yards, and assisting the industry regulatory authorities to clarify the implementation requirements of online dust monitoring in sand yards. in Ronggui Waterway
, the Measures put forward that the construction plan of sand yards within the scope of the main river management shall be examined and approved by the Shunde District Housing, Urban and Rural Construction and Water Conservancy Bureau, and the administrative license decision for relevant activities (including temporary occupancy) within the scope of river management shall be issued. In principle, there is no sand yard in the management scope of rivers in the enclosure of Shunde District.
In terms of sand yard management, the Measures put forward that sand yards should be constructed and operated in accordance with the approved plan, and be subject to supervision and inspection by Shunde District Housing Urban and Rural Construction and Water Conservancy Bureau, territorial towns (streets) and relevant departments. Sand yards that are not set up and operated in accordance with the requirements of examination and approval shall be handed over to the local towns (streets) for treatment after the Shunde District Housing and Urban-Rural Construction and Water Conservancy Bureau has put forward suggestions for rectification, and the sand yards that have not completed the rectification shall not be approved for extension of use procedures. yard operators shall set up signs at both ends of the sand yard, indicating the area occupied by the sand yard, the period of occupancy, the name or name of the operator, the supervision and management department and the telephone number for supervision and reporting, and set up safety warning signs in the yard, strictly prohibiting over-range and over-high stacking; Dust-proof measures such as covering and spraying shall be taken according to relevant requirements. In principle, only temporary stacking of sand, stone and other materials is allowed in the site. Without the approval of the water administration department, sand washing facilities or sand washing operations shall not be set up, and construction waste or other materials polluting the river shall not be stacked. The user of the sand yard shall be responsible for the stability monitoring of the river bank at the location of the sand yard, regularly carry out the underwater topographic survey of the river bank at the location of the sand yard every year, and report to the water administration department.
