On December 15, the second meeting of the leading group of Sichuan Cement Association and the sixteenth meeting of the fourth session of directors and major cement enterprises were held in Chengdu.
The meeting studied and implemented the related matters of peak staggering production management, and arranged the peak staggering production work in the first quarter of 2024. In the first quarter of 2024, each clinker production line will stagger peak production for 50-60 days , and the specific tasks and time requirements will be determined according to the actual situation. It was also mentioned at the
meeting that it is necessary to have a clear understanding of the situation, attach great importance to it, adhere to self-discipline, and keep promises.
It is worth mentioning that, according to the requirements of "Sichuan Cement Industry Normalized Peak-staggering Production Management Measures" issued by Sichuan Cement Association at the beginning of this year, the benchmark days of peak-staggering production for each cement clinker production line in the first quarter of this year are 45 days . From this we can see that in the first quarter of next year, the number of days of peak staggering production in Sichuan will be significantly longer than this year.
In recent years, the intensity of off-peak production is increasing, but the expected effect is getting worse and worse. With the decline of demand and the increasing contradiction between production and demand, the market competition among enterprises is very fierce, and the influence of peak staggering production on the supply side is decreasing. In October
2013, the State Council issued the Guiding Opinions on Resolving the Serious Contradiction of Overcapacity (Guofa [2013] No.41), pointing out that when the production capacity of products seriously exceeds the effective demand, it will cause a huge waste of social resources, reduce the efficiency of resource allocation and hinder the upgrading of industrial structure.
The cement industry should be clearly aware that the serious overcapacity of cement has become a "chronic illness" of the industry!
Off-peak production is only a "delaying tactic" to cope with the intensified contradiction between supply and demand, which is conducive to creating time for the transformation and upgrading of the industry in the short term, but in the long run, the key to resolving the current "chronic illness" of the cement industry lies not in "de-production", but in "de-capacity".
