The Project is located in Liuguling Mining Area, Liuyang City, Hunan Province, Xinhong Village and Yutan Village, Gejia Town, Liuyang City, covering an area of 0.5278 km2. The process flow in the original environmental impact assessment report is open-pit mining, with a mining scale of 6.6 million tons/year. After ore mining, the graded crushing technology is used for crushing, and then the gravel products with different particle sizes are loaded on trucks and transported to the sales point in the plant area. After
this change, Changsha Hongcheng Mining Co., Ltd. will change the processing plant to the vicinity of Lingshangwu in the northeast outside the mining area. The processing plant covers an area of 83713. 36 square meters. The product plan is adjusted to crush and process aggregates and machine-made sand for construction with different particle sizes of 0-31.5mm, with an annual output of 4.62 million tons of aggregates for construction. Machine-made sand is 1.98 million tons/year, with a total annual output of about 6.6 million tons/year. The total investment of the project is 160 million yuan (1.6 billion yuan) (including 1.132 billion yuan of mining rights auction). It is a normal change.
Main environmental impacts and countermeasures and measures
to prevent or mitigate adverse environmental impacts Construction period:
Dust, noise, waste water and other pollutants will be produced during the construction of the project. However, the construction period is relatively shorter than operation period, and the pollution will gradually disappear with the end of the construction.
Operation period:
(1) Waste water: the initial rainwater of this project is led to the nearest sedimentation tank for treatment and then reused for watering and dust reduction; the waste water from wet crushing and screening and sand washing and making production line is collected and treated by one set of sewage tank and then reused for production without discharge; The canteen wastewater is treated by integrated treatment equipment and constructed wetland together with other domestic sewage after oil separation by oil separation tank, and then used for agricultural fertilizer in surrounding forest land. After sedimentation treatment, the car washing wastewater can be reused as water supplement for the car washing platform and will not be discharged.
(2) Waste gas: the primary crushing dust of the project is treated by the bag-type dust remover and discharged by the exhaust funnel with a height of 15m; the secondary crushing and screening and the production line of machine-made sand all adopt the wet operation with water to suppress the dust generation; the ore mining adopts the wet production; the dust in the ore storage yard, the transportation process and the product transportation is controlled by sprinkling water to suppress the dust; Canteen lampblack is discharged after being treated by lampblack purifier.
(3) Noise: The noise of the project mainly comes from the equipment noise generated by the equipment operation. After taking corresponding measures, the noise at the boundary of the project can meet the requirements of Class 2 standard in the Emission Standard for Industrial Enterprises Noise at Boundary (GB12348-2008).
(4) Solid waste: the topsoil stripped from the ore body is collected and temporarily stored in the waste dump for brick making, land reclamation, slope greening, etc.; the dust collected by the bag-type dust collector is sold as a silt product; the sludge is transported to the waste dump for landfill after dehydration; the waste oil from machine repair is handed over to the qualified unit for disposal; and the domestic waste from employees is handed over to the environmental sanitation department for disposal.
