According to the arrangement, the special action will be carried out in three stages, including the excavation of sand and gravel, soil extraction and gold panning without a license according to law, sand mining in prohibited mining periods and prohibited mining areas, illegal sand mining beyond the scope, depth, time limit and permission, and illegal sand mining within the management scope of railway, transportation departments and other buildings and facilities. Illegal sand piling and dumping, disorderly dumping and piling of rivers and lakes in rural areas, overloading and over-limit transportation of sand and gravel, damage to water conservancy projects, embankment pavement, hydrological observation and other engineering facilities due to sand mining, obstruction of normal law enforcement, violent resistance to the law, driving up the price of sand and gravel, disrupting the market and other acts were severely cracked down. The special action will ban "three noes" vessels, illegal sand mining vessels, vehicles and illegal sand yards in accordance with the law; severely investigate and punish the acts of issuing sand mining licenses beyond their powers and levels, and imposing fines instead of management; strengthen supervision and rectification on the problems of illegal sand mining in the feedback of the central ecological environmental protection inspectors and the ecological warning films of the Yangtze River and Yellow River basins; Maintain good water order, ensure the stability of river regime, flood control safety and ecological security, and accelerate the construction of a beautiful Shaanxi with harmonious coexistence between man and nature.
