Before the owner of sand mining leaves the site, he must remove the flood barriers such as waste materials and piles. Sand dredgers with complete valid certificates such as ship inspection certificates and crew certificates and full self-propelled capacity shall be anchored at designated places by transportation and maritime departments in conjunction with water conservancy and lake departments; The "three nothingness" sand dredgers found in Huanggang City shall be cleaned up and banned according to law by the local government of the waters, led by the transportation (maritime) department, and coordinated by the public security, water conservancy, lake and market supervision departments.
"Notice" emphasizes that if sand mining operations are not stopped in accordance with regulations, sand mining vessels and machines are not evacuated as required, and flood barriers such as waste materials and piles are not removed within the time limit, the water administrative departments at all levels shall, in accordance with relevant laws and regulations, order them to stop and correct their illegal activities within a time limit, and impose a penalty of not exceeding the prescribed time limit. Administrative penalties such as confiscation of illegal income, fines and revocation of river sand mining licenses shall be imposed. If the circumstances are serious, criminal responsibility shall be investigated.
