Promoting the sustainable and healthy development of distributed photovoltaic is an important measure to implement the "double carbon" strategy and build a strong clean energy province in Liaoning. As distributed photovoltaic enters a new stage of leaping development, in combination with the actual development of new energy in our province, in order to coordinate the balanced consumption of centralized and distributed new energy, further standardize the grid-connected management of distributed photovoltaic, enhance the consumption capacity, and ensure the scientific and orderly development of distributed photovoltaic norms, according to the relevant national policy requirements and relevant technical standards, the relevant matters are hereby notified as follows.
1. Standardize the scale management of distributed photovoltaic grid-connected.
Distributed photovoltaic refers to the construction and operation of photovoltaic power generation facilities at or near the user's site, which are characterized by self-generation and self-use on the user's side, excess electricity access to the grid and balanced regulation in the distribution network system. Distributed photovoltaic projects need to meet single-point access and have a scale capacity of less than 6 MW, which are mainly divided into industrial and commercial distributed photovoltaic and household distributed photovoltaic. Industrial and commercial distributed photovoltaic refers to the distributed photovoltaic constructed on the roof and surface of buildings or structures within the scope of industrial and commercial enterprises'own construction land; Household distributed photovoltaic refers to the distributed photovoltaic built on the roof or ground within the scope of natural person's homestead. According to the principle of nearby consumption, in the area where the distribution network has access capacity, except for household distributed photovoltaic, small ground photovoltaic projects refer to the management of ordinary ground power stations, which need to be integrated into the provincial construction plan.
2. Adhere to the local balance of distributed photovoltaic consumption.
Distributed photovoltaic development and construction should be coordinated with power grid construction and power load in the development area to avoid long-distance and cross-regional power transmission. Referring to the Guidelines for Assessing the Carrying Capacity of Distributed Generation Access to Power Grid (DL/T2041-2019, hereinafter referred to as the Guidelines) and the relevant requirements of this document, according to the power demand and power grid conditions in the region, the grid company calculates the accessible capacity of distributed photovoltaic in the region (cities and counties) on a quarterly basis, and reports the results to the Provincial Development and Reform Commission. The Provincial Development and Reform Commission will publish the list of counties (cities) and districts with difficulties in grid connection and absorption to the public, rationally arrange the scale and construction sequence of distributed photovoltaic filing, and guide enterprises and residents to do a good job in the development and construction of distributed photovoltaic. For the restricted areas assessed as yellow and red in accordance with the Guidelines, the power company shall take measures to take over the completed and started projects; for the projects that have been filed but not started, the power company shall inform the suspension of construction; For projects that have not been filed, the relevant approval departments shall inform them to suspend the filing and wait for the improvement of the carrying capacity of the power grid before continuing the filing work.
Third, improve the safe operation level of distributed photovoltaic. According to the requirements of Technical Guidelines for Planning and Design of Distribution Network, the access voltage level of
distributed photovoltaic is proposed to access 10 kV and above distributed photovoltaic projects, which should meet the requirements of acquisition, monitoring and execution of instructions from power dispatching agencies. Supporting the development of distributed photovoltaic in the mode of "company + village + farmer", aiming at the distributed photovoltaic developed by the third party by renting the roof or building surface of the residents, and realizing the power control function through the aggregator mode, the project can be connected to the grid preferentially under the same conditions.
4. Improve the ability of distribution network to accept distributed new energy.
Power grid enterprises should vigorously develop distributed smart grid, strengthen the research on planning, design and operation methods of active distribution network (active distribution network), increase investment in construction and transformation, improve the intelligent level of distribution network, and strive to enhance the ability of distribution network to access distributed new energy. It is necessary to reasonably determine the proportion of distribution network access to distributed new energy, explore and carry out demonstration projects of DC distribution network adapted to distributed new energy access, and focus on increasing investment and transformation in pilot areas incorporated into national clean energy demonstration counties and whole counties. 5. Strengthen local guidance and supervision.
Municipal energy authorities should promote the development and construction of distributed photovoltaic as a whole, and actively guide the rational layout and orderly construction of distributed photovoltaic in planning and project development, so as to promote the coordinated development of source and network. At the same time, in the process of construction and development of distributed photovoltaic projects, strict record management should be carried out to crack down on violations of the legitimate rights and interests of the people, such as "photovoltaic loans", excessive publicity, and promises to protect project income, so as to promote the healthy and orderly development of local distributed photovoltaic projects.
