10月28日，重庆水泥协会发布了《关于开展 2021 年 11-12 月重庆市水泥行业统一错峰生产的通知》。《通知》要求，重庆市境内所有水泥熟料生产企业2021 年11-12 月错峰总天数：30+1/2*X 天。其中 11 月、12 月错峰天数分别不少于15天（“X”为 2021 年 1-9 月欠停天数）； 11-12 月除有协同处置企业可做 10%(3 天)错峰天数减免外,取消所有其他项目减免。
