From 2021 to 2023, we will focus on the transformation of key energy-consuming enterprises in high energy-consuming industries such as thermal power, iron and steel, electrolytic aluminium, ferroalloy, calcium carbide, copper, lead and zinc, chemical industry and building materials, and strive to make the energy consumption per unit product reach the advanced value of the national energy consumption quota standard after transformation. We will comprehensively promote the comprehensive energy-saving transformation of coal-fired power units. Each League city shall complete all the transformation tasks at least according to the progress of 40%, 40% and 20%. We will increase support for energy-saving technological renovation projects.
Control the capacity scale of some high energy-consuming industries. From January 1, 2021, new production capacity projects of ferroalloy, calcium carbide, calcium carbide polyvinyl chloride (PVC) and cement ( clinker ) will no longer be approved, and projects approved but not yet started before the end of 2020 will be suspended or postponed. Iron and steel, electrolytic aluminum industry to implement total control, in addition to the completed or ongoing capacity replacement and the use of fly ash to extract alumina to produce electrolytic aluminum projects, no new capacity projects will be approved. To strictly control the new production capacity of coke, Wuhai City, Ordos City and Alxa League, on the basis of not breaking through the existing production capacity (including the projects that have started construction before the end of 2020), implement the equivalent replacement of production capacity in accordance with the principle of "big pressure small". In other areas, in principle, no new coke production capacity projects will be examined and approved, except for those that have started construction before the end of 2020.
Implement the green electricity price policy. Since January 1, 2021, the preferential tariff for high energy-consuming industries in Mengxi Power Grid has been abolished, the policy of cross-subsidy has been levied on self-owned power plants, the policy of inverted ladder tariff and basic tariff conversion tariff for high energy-consuming industries has been adjusted, and the policy of differential tariff and ladder tariff has been improved. Improve the electricity trading scheme and adjust the trading mode. The adjustment scope and price of the electricity price policy shall be issued separately by the relevant departments.
