This is an effective measure for Inner Mongolia Cement Group to actively explore capacity reduction, a positive practice in the industry, and the only way to effectively reduce capacity at present, which should be affirmed and supported by the industry and relevant government departments.
In addition, the current cement production capacity in Northeast China is seriously excessive, the effect of peak staggering production and industry self-discipline is limited, and the price has plunged sharply. Zhao Hongbo said that the off-peak production and industry self-discipline before capacity removal and the integration of management rights before asset integration will only alleviate the industry operation situation under the current serious overcapacity situation in Pan-Northeast China, and will not completely solve the problem. Therefore, the real way to get the Pan-Northeast cement industry out of the predicament is asset integration and capacity removal.

On the one hand, in terms of capacity replacement, although the state has issued relevant guidance documents, the cement market in different provinces and cities is different, lacking specific conversion methods, and in practice, supervision and supervision channels should be improved, and illegal replacement should be dealt with in accordance with the law. Therefore, the cement industry should promote the government to sort out the problems in capacity replacement and reduce part of the increased capacity in this process.
On the other hand, the state or local governments should introduce some pilot policies to solve the problem of overcapacity in the cement industry in areas with insufficient development imbalance, such as Northeast China, according to the market situation in the region, and take this as a demonstration to gradually promote it to the whole country.
With the increasingly stringent supervision of environmental protection indicators by national and regional governments, backward production capacity will face enormous threats and challenges in terms of technological improvement and capital investment, and will lose its advantages in market share competition. Environmental protection may become an effective way to eliminate and shut down backward production capacity and promote the healthy development of the industry under the pressure of current environmental protection policies.
