8月15日，湖南省娄底市安监局检查组对冷水江市华新水泥(冷水江)公司、冷水江市福星环保砖厂进行“双随机”安全生产检查。
检查组听取相关企业近期安全生产工作情况汇报，并实地检查企业现场安全生产情况。针对华新水泥(冷水江)公司回转窑维修现场未有效隔离、除硝氨水储罐区未进行安全评价的问题，检查组要求华新水泥立即对维修现场进行隔离管理，同时要求该企业聘请有资质专业公司对氨水储罐区进行安全评价。针对冷水江市福星环保砖厂安全生产基础管理薄弱的问题，检查组要求该企业开展安全生产三级标准化创建，提高企业本质安全水平。两家企业负责人表示一定将检查发现的事故隐患按时整改到位，同时举一反三抓好企业生产安全。
下阶段，娄底市、冷水江市两级安监部门将针对当前高温雷雨季节特点对辖区冶金、有色、建材、机械、轻工、纺织等工贸行业企业开展大范围“双随机”抽查检查，确保全市安全生产形势稳定。
