根据方案要求，在保障时段（7月29日至8月7日，共10天）限产、停产重点废气排放企业，水泥、铸造行业停产，工业企业不得进行设备、管道清洗、清扫、放空等可能产生废气污染的维修保养作业。未按期完成治理任务、未安装废气收集处理装置或设施不能正常稳定运行、废气不能稳定达标排放的工业企业停产。
另外，暂停长江南京段码头和船舶产生大气污染的装卸作业，减少大气污染物排放。全市范围内暂停砂石等易扬尘污染的物料运输；暂停自卸车倾倒作业，以及码头和船舶煤炭、矿石、砂石等易产生扬尘物料的装卸作业。
根据中国水泥网统计，南京市目前共有水泥熟料生产线7条，其中包括5条5000t/d生产线。另外，南京是长江上游水泥熟料及砂石骨料输往长三角区域的“咽喉”之地，此次停产行动或将对周边水泥供给和价格造成一定程度影响。
