Liu Ailin first expressed his condolences to the Russian side on the casualties and property losses caused by the recent fire accident in Russia, for which the Russian side expressed its gratitude. The two sides held in-depth friendly talks on cooperative investment in cement projects and reached an investment cooperation agreement. The two sides agreed that China and Russia are friendly neighbors and have a good foundation for cooperation. The cooperation agreement reached by the two sides is a concrete action to implement the comprehensive strategic partnership between China and Russia and to participate in the construction of the "the Belt and Road", and also lays a foundation for close cooperation between the two sides. On behalf of Mengxi Cement Group, Gao Wenhuan signed a strategic cooperation framework agreement with Russia. According to the agreement, the two sides will jointly invest in the construction of a cement plant in eastern Russia.
