According to the relevant provisions of the Notice of the Ministry of Industry and Information Technology of the National Development and Reform Commission on the Implementation of the Stepped Electricity Price Policy for Cement Enterprises (Nei Fa Gai Jia Zi [2016] 1097), the Economic and Information Commission of the Development and Reform Commission of Inner Mongolia Autonomous Region forwarded the Notice on the Implementation of the Stepped Electricity Price Policy for Cement Enterprises. In 2017, the Economic and Credit Commission of the Autonomous Region organized and completed the statistics and verification of cement production and power consumption of cement enterprises in the whole region in 2016, and determined the comparable comprehensive power consumption of cement enterprises in our region, which has been announced to the public. The Commission has also received the Letter on the Submission of Energy Consumption Verification Results of Electrolytic Aluminum, Cement and Iron and Steel Enterprises from the Economic and Credit Commission of the Autonomous Region (Nei Jing Xin Jie Zong Han [2017] 313).

Based on this, the Commission now defines the standard of electricity ladder price for cement enterprises as follows (see annex). According to the list of enterprises published by the Economic and Information Commission of the Autonomous Region, the level of electricity consumption and the electricity price standard published by the Commission, the power grid enterprises shall collect the price increase during the verification period from July 1, 2016 according to the copied electricity consumption for cement production.

Cement network data: statistics of cement output of all provinces and cities in China from January to March 2026

The statistical data of cement output in all parts of the country from January to March 2026 show that the cumulative output of cement in the country has a certain scale. From the year-on-year data, the situation varies from place to place. The output in most regions showed a trend of year-on-year decline, among which the decline in Liaoning, Shaanxi, Fujian and other places was more obvious, for example, the year-on-year decline in Liaoning was larger; while the output in Beijing, Guizhou, Hunan and other places increased year-on-year, and the year-on-year increase in Beijing was relatively prominent. The smaller year-on-year change in production was in Zhejiang, which decreased by only 0.03%. The overall output of the whole country decreased by 7.10% year on year.
