On the one hand, the demand is seriously insufficient, the downward adjustment is meaningless, and the price reduction is even more unprofitable. On the other hand, the time of peak staggering and production restriction of cement enterprises in Tangshan area was advanced from November 15 to October 12. At present, enterprises in Tangshan area have begun to stagger peak and limit production ahead of schedule, and the price of regional clinker has risen sharply by 50 yuan/ton in the week, and the ex-factory price has risen to 340-360 yuan/ton. But at the same time, from October 12 to March 15, 2018, all kinds of construction projects, road projects, water conservancy projects and other earthwork operations and housing demolition (demolition) construction in Tangshan will be stopped. In addition, the "stop-work order" in Beijing and Langfang began on November 15, so the Beijing-Tianjin-Tangshan market will basically be in the stage of immeasurable value in the later period.
Hebei region: Shijiazhuang, Handan, Xingtai and other places in central and southern Hebei are affected by the National Day holiday and the demand for environmental protection has declined by 20% to 30%, but the implementation of production restriction by regional enterprises is better, and major manufacturers intend to continue to push up prices.
Inner Mongolia: According to the requirements of the national environmental protection policy, in order to reduce atmospheric emissions and reduce the impact on the atmospheric environment during the heating period, enterprises in Inner Mongolia will be able to stop kilns and limit production for up to six months throughout the year. The low efficiency of equipment operation, coupled with the rising prices of raw materials such as coal, has led to a substantial increase in production costs. Affected by this, major enterprises in Hulunbeir, Xing'an League, Tongliao, Chifeng and other places in eastern Inner Mongolia have generally raised the ex-factory prices of cement and clinker since October 1. At present, the price of P.O42.5 in bulk in Hulunbeir, Xing'an League and other large factories is 380-420 yuan/ton, and 350 yuan/ton in Tongliao surrounding areas; the price of clinker is 350-380 yuan/ton, and the price of cement and clinker sold to other provinces is relatively low.
Shanxi region: Changzhi City's Notice on Further Improving Peak-Staggered Production and Transportation of Industrial Enterprises in Autumn and Winter 2017-2018 requires that all enterprises in the cement (including grinding stations) and other building materials industries should stop production from 00:00 on October 1 to 24:00 on March 31, 2018. Taiyuan has made it clear that from November 1 to March 31 of the next year, industrial enterprises should implement peak staggering production during the heating period, and the conditions for peak staggering production are more stringent than before.
