Huaxin Uzbekistan Jizak Project was signed at the Central China International Capacity Cooperation Forum in 2018. The project is located in Jizak, Uzbekistan. The first phase of the project invests 1.5 billion US dollars to build a cement clinker production line with an annual output of 1.5 million tons. The project is the first wholly foreign-owned enterprise in Uzbekistan. In 2019, Uzbekistan officially listed the project as a major project promoted by the President himself, which was coordinated by the Commissioner of the President's Office on the spot. The Chinese Embassy in Ukraine, the Department of Commerce of Hubei Province, the Provincial Development and Reform Commission and other departments also attach great importance to the progress of the project. With the vigorous promotion of the Chinese and Ukrainian governments, the project is advancing rapidly. In order to resume the project construction as soon as possible, the company applied to the Foreign Affairs Office of Hubei Provincial Committee, the Department of Commerce of Hubei Province and Wuhan Donghu New Technology Development Zone, hoping to transport 112 employees from Wuhan to Uzbekistan by chartered plane. With the strong support of the Ministry of Foreign Affairs, the Civil Aviation Administration of China, the Chinese Embassy in Wuhan and China Southern Airlines, and with the improvement of the epidemic prevention and control situation in Wuhan, the charter flight was carried out.
