Nowadays, the world cement industry is experiencing a process of turbulence and rebalancing in which the old and the new are replaced and reshuffled-the merger and reorganization of the traditional multinational cement giants in order to recover the declining trend, the rise of new cement stars in emerging countries, the innovation of advanced technology and equipment and production and management modes, the large-scale elimination of backward cement production capacity, and the international cement market. As well as the adjustment of the discourse power in the global cement market, etc., are undergoing a series of profound changes and developments. The British ICR magazine, one of the world's leading cement review organizations, has been conducting the review and selection of the world's top cement companies in 2016 since January 2017. At the time of the above-mentioned "turbulence", the development of the candidate companies has changed rapidly, and the opinions of experts from all walks of life are sometimes divergent, resulting in a major revision of the draft of the list. Finally, ICR Aug. 2017 released the final list of the world's six largest cement companies in 2016, the first of which is Lahao (LH) Company of France and Switzerland, and the second is Conch Cement (Conch) Company of China . Germany's Heidelberg was third, followed by Mexico's Cemex, India's Ultra-Tech and Ireland's CRH. These six cement companies have won the reputation of the world's top six cement companies in 2016. Their main operational profiles are listed in Table 1.

China's Conch Cement ranked second in the world's top cement list, indicating that Conch's outstanding achievements in the past 30 years have been highly recognized and praised by the international cement industry. The author has been following the publication of the list for more than a decade, during which time he has sometimes expressed his personal views on some of the listed companies (compared with China's cement companies) to the relevant reviewers. However, the details of the review process are still unknown. Recalling the first "sudden" listing of Conch Cement in China, and the experience of "decisively" upgrading the fourth place in the consultation list to the second place, the author feels that the whole process of evaluation, selection and adjudication is likely to be completely "back-to-back". There may not be any special communication between the review body and the candidate cement company in advance. At the same time, in the process of consultation, the consultation of each expert may also be carried out separately or inadvertently. In this way, there will be more opportunities for each expert to express their opinions fully and clearly.
Unlike the usual model in our country, a review committee is organized, experts, scholars and entrepreneurs from all walks of life are invited as judges, the application materials of cement companies are accepted, a general meeting is held, the judges review the materials and publish their comments, and finally the resolution is issued, and so on.
Here, it seems that the review body does not need the cement company to declare on its own initiative, let alone allow you to "lobby to tackle key problems". Cement companies only need to publish their real situation and operation data on the public information network in a timely and complete manner. The materials required by the review bodies and experts are taken from public information. In addition, the experts consulted may not be relatively fixed judges, but are constantly seeking the most suitable candidates. The review body summarizes and refines the opinions from all sides to make the final list and publish it to the world. Of course, this requires that the review body must have a high professional ethics and accurately grasp the principled position of fairness and justice, in order to win the trust and respect of the world and maintain the scientific and authoritative nature of its list.
As for the criteria for listing, in addition to the indicators listed by the author in the past, such as corporate social responsibility reports, corporate environmental reports and internationalization, which are true, transparent and complete, with substantive content, this time it seems to focus on the future development trend and potential.
The above is only my understanding of this matter, whether it is correct or not remains to be further verified, only for the reference of the cement industry in China.
In addition, it can be seen from Table 1 that China's conch industry needs to be strengthened in the fields of developing upstream and downstream cement industry chain (aggregate and commercial concrete) and expanding international business (the Belt and Road, "going out"). In fact, the conch has been so vigorously promoted, and the initial results, the international cement industry is likely to see this point, the decision will be the second conch jump to the top six.
