为认真落实党中央、国务院关于淘汰落后产能决策部署，严格落实安全生产和职业健康法规标准，强化监管执法，推动水泥行业落后产能关停退出， 国家安监总局决定利用2年半时间，在全国开展水泥企业 （包括具有完整水泥生产线企业、生产水泥熟料企业及水泥粉磨站等）安全生产和职业健康执法专项行动 。 按照省安监局《专项治理方案》，张掖市制定了《水泥企业安全生产和职业健康执法专项行动实施方案》， 即日起，在张掖市全市水泥企业开展为期2年的专项治理活动。
经过治理后，张掖市全市水泥企业应达到下列要求：
一是包装机周围必须安装围档，其底部、接包机、正包机、清包机、装车机、输送皮带转接处必须设置密闭除尘装置。
二是包装和装车岗位水泥粉尘浓度不得超过《工作场所有害因素职业接触限值》（ GBZ2.1-2007 ）规定，即：时间加权平均浓度总尘限值 4mg/m3 、呼尘限值 1.5mg/m3 。
三是分类限期达标：安全生产标准化未达标企业，必须在2018年5月30日前整改到位；安全生产标准化三级企业，必须在2018年10月31日前整改到位；安全生产标准化一、二级企业，必须在2019年10月31日前整改到位。
