On May 17, 2017, Sinoma Construction Co., Ltd. and CEMEX Group of Mexico signed the MOU of the EPC contract of its Philippine Solid K4 clinker cement production line with a daily output of 3500 tons and the design contract of the first phase of the project in Manila, Philippines. Mr. PALOMINO, President of CEMEX Philippines, Mr. TORRES, Executive Vice President of Global Cement Operations and Technology of CEMEX Group, Tong Laigou, Chairman of Sinoma Construction, and Ma Aiguo, Minister of Marketing, signed the contract on behalf of the legal persons and witnesses of both parties. Ms. NORA TERRADO, Deputy Director of the Trade and Investment Promotion Group of the Philippine Department of Industry and Trade, Mr. JULIO CAMARENA, Ambassador of Mexico to the Philippines, Mr. GARZA, Director of Global Engineering Projects of CEMEX, Mr. PIEDAD, Director of Procurement of CEMEX Philippines, The signing ceremony was attended and witnessed by Mr. CHAN, director of Philippines SOLID Cement Plant, Mr. LOPEZ, new project manager of SOLID, Mr. AFABLE, technical manager of SOLID, Wang Zhongcheng, senior technical manager of Sinoma Construction Technology Department, and Chi Daliang, senior customer manager of Marketing Department.
CEMEX Philippines Solid K4 Project is located in CEMEX Philippines SOLID Cement Plant. The scope of the project is from mine crushing to packaging and shipping, including engineering design, equipment supply, civil engineering, installation, training and commissioning. The contract adopts EPC mode and is a complete clinker production line project with a daily output of 3500 tons. According to the agreement reached by both parties, the implementation of the project is divided into two phases: the first phase, the design phase, will be launched when the contract is signed and the advance payment is received; the second phase, the procurement and construction phase, is expected to be launched at the end of 2017 or the beginning of 2018.

In addition, the signing of the project coincides with the "Belt and Road" International Cooperation Summit Forum. The Philippines has always been an important part of the Maritime Silk Road. The friendship between China and the Philippines can be traced back to thousands of years of history, and the "Belt and Road" initiative provides a higher level of international cooperation and development platform for China and the Philippines. The company firmly grasps this historical opportunity. Actively implement the central government's strategy of calling on enterprises to "go out" and further expand the business and influence of the Philippines and its neighboring countries on the basis of this project. At the same time, it is hoped that the signing of the project will lay a more solid foundation for future cooperation between the two sides.
