辽阳市根据《环境保护法》《辽宁省扬尘污染防治管理办法》《矿山环境监察指南》等有关法律法规，结合辽阳市实际，通过对水泥生产过程中各产尘点改造治理和矿山开采过程中的物料处理、输送、装卸、储存过程采取封闭措施，实现水泥制造、矿山开采等有组织及无组织排放达到国家规定的排放标准。
目前，辽阳市已经基本完成矿山扬尘污染整治工作，8家水泥生产企业都配备了洒水车，10条生产线全面完成窑头、窑尾除尘系统升级改造，大多改用布袋除尘，并且改造抽风机等设施，4家企业新建全封闭的物料库，3家企业新修矿山运输道路，千山、冀东、台泥等水泥生产企业实现了采石场到水泥窑的全封闭传送。市环境监测站监督性监测和在线自动监测数据显示，10条水泥生产线全部达到国家新的污染物排放标准。
辽宁省严控“两高”行业产能。严控新上“两高”行业项目，严禁新增钢铁、电解铝、水泥和平板玻璃等产能。新、改、扩建涉及大宗物料运输的建设项目，原则上不得采用公路运输。
