水泥发运量是分析建筑业活动的关键指标。数据显示，一月份用于国内市场的水泥868590吨，占发运量的98.9％，其余9632吨用于出口。
去年，建筑业是受经济衰退打击最严重的行业之一。据国家统计局数据，当年建筑业活动下滑12.7％，最后几个月尽管有所回升，但仍未扭转下滑的总体趋势。
建筑业活动水平也影响了耗材交易。据水泥协会数据， 2016年水泥发运量总计10904533吨，较2015年的12215188吨下滑10.7％。
