2019, the Department of Industry and Information Technology and the Department of Ecological Environment of Inner Mongolia Autonomous Region jointly issued the Notice on Peak-Staggered Production of Cement Enterprises in the Heating Season from 2019 to 2020 (Nei Gong Xin yuan Gong Zi [2019] 460) (hereinafter referred to as the Notice). A solution to the long-standing problem that carbide slag cement can not participate in peak staggering is put forward, that is, peak staggering capacity replacement with traditional cement clinker enterprises. According to

the Notice, all cement clinker production enterprises in our region (including those using carbide slag to produce cement clinker) will fully implement peak staggering production from November 15, 2019 to March 15, 2020. Among them, carbide slag cement enterprises are only applicable to the central and western regions. Cement clinker enterprises are encouraged to extend the time of peak staggering production on a voluntary basis.

During the period of full implementation of peak staggering production, enterprises that are unable to stop production due to special circumstances must arrange peak staggering production time according to the region where they are located. With the traditional cement clinker enterprises (the annual capacity utilization rate of a single production line is more than 30%, and the actual kiln opening time is more than 100 days), on the basis of implementing the four-month peak staggering production stipulated by the autonomous region, the two sides sign a replacement contract (except for the internal production line), prepare a replacement plan, and report it to the industry of the autonomous region step by step. After no objection, the announcement shall be implemented. At the end of March

this year, the Inner Mongolia Office of Industry and Information Technology issued the "Replacement Scheme for Peak-Staggered Production Capacity of Carbide Slag and Traditional Cement Clinker Enterprises" (hereinafter referred to as the "Replacement Scheme"), and the replacement scheme for Peak-Staggered Production Capacity of Carbide Slag has officially landed in Inner Mongolia. According to the requirements of the Replacement Plan, four traditional cement clinker enterprises including Inner Mongolia Jidong Cement Co., Ltd. have signed capacity replacement agreements with five carbide slag clinker enterprises including Inner Mongolia Yili Jidong Cement Co., Ltd. in Wuhai and surrounding areas.

Previously, Liu Lifen, deputy of the National People's Congress and Mengxi Cement , submitted to the second session of the 13th NPC the "Recommendations on the Three Northeast Provinces and Inner Mongolia Autonomous Region", which put forward the seriousness of the impact of carbide slag cement on the market. She said that the development of carbide slag cement in recent years is seriously contrary to the policy of capacity reduction vigorously implemented by the state and autonomous regions. At the same time, the corresponding enterprises dumped carbide slag cement clinker to the market at a low price, which further aggravated the chaos of the cement industry in the region.

Calcium carbide slag peak-shifting capacity replacement was first implemented in Xinjiang. In the Notice on Peak-Staggering Production of Cement in Winter 2017-2018 published by Xinjiang, it is clearly stated that "traditional cement production enterprises and carbide slag cement enterprises should implement peak-staggering replacement". According to Cheng Lei, Director of Xinjiang Building Materials Administration Office, this method has greatly promoted the reduction of excess capacity and the improvement of efficiency in Xinjiang cement industry. The impact of low-price clinker from carbide slag on the market has been alleviated to a certain extent.

At the end of February, the Department of Industry and Information Technology of Inner Mongolia Autonomous Region announced the replacement plan (the second batch) for five enterprises such as Baotou Jidong Cement Co., Ltd. Many securities firms concerned about cement building materials believe that the replacement of peak capacity of carbide slag cement in Inner Mongolia will significantly change the relationship between supply and demand of cement in the region. At the same time, as the export place of cement clinker, the landing of the new policy will also have an impact on the surrounding market. "Inner Mongolia is expected to achieve controllable supply side and steady price growth by analogy with Xinjiang, thus releasing price pressure in the surrounding areas." Tianfeng Securities said in a recent research report.
