On December 23, the General Office of the Inner Mongolia Autonomous Region Government issued the Notice on the Assessment of the Implementation of the Action Plan for the Prevention and Control of Air Pollution, which pointed out that the implementation of the Action Plan for the Prevention and Control of Air Pollution would be assessed.

The assessment indicators include the completion of air quality improvement objectives and the completion of key tasks of air pollution prevention and control. Among them, the completion of the air quality improvement target is based on the proportion of fine particulate matter (PM2.5) reduction in each region as an assessment index; The completion of key tasks of air pollution prevention and control includes adjustment and optimization of industrial structure, cleaner production, coal management and oil supply, renovation of small coal-fired boilers, industrial air pollution control, urban dust pollution control, motor vehicle pollution prevention and control, building energy conservation and heating metering, and investment in air pollution prevention and control. There are 26 sub-projects of 10 indicators such as atmospheric environmental management.

The annual assessment adopts the scoring method. The full score for the completion of air quality improvement objectives and the completion of key tasks of air pollution prevention and control is 100, and the final score is the lower of the two types of scores. The final assessment only assesses the completion of air quality improvement objectives. The assessment results are divided into four grades: excellent, good, qualified and unqualified. The scoring results of 90 points and above are excellent, 70 points (including) to 90 points are good, 60 points (including) to 70 points are qualified, and below 60 points are unqualified.

The purpose of this work is to further clarify the responsibilities and assessment tasks of local governments and leading responsible departments, and to ensure the completion of the fine particulate matter (PM2.5) reduction target and the key tasks of air pollution prevention and control in the Inner Mongolia Air Pollution Prevention and Control Target Responsibility Letter and the Inner Mongolia Autonomous Region Air Pollution Prevention and Control Implementation Plan in 2014.
