日前在上海召开的排污权交易和总量减排工作会议上指出了下一步总量减排工作的重点，争取年底出台《排污许可证管理暂行办法》。
环保部12月16日发布，日前在上海召开的排污权交易和总量减排工作会议上指出，细化完善初始排污权核定，公平合理确定排污权，试点地区要于2015年底前保质保量完成现有排污单位排污权的初次核定，环保部争取结合“十三五”减排规划的编制，制定电力、钢铁、水泥、平板玻璃、造纸、印染等重点行业排污权初始核定技术指南。
会议指出了下一步总量减排工作的重点，争取年底出台《排污许可证管理暂行办法》。开展排污许可条例研究起草工作，争取在条件成熟时尽快提交国务院法制办。出台建设项目总量指标管理办法。管理办法已经比较成熟，争取今年内印发。
