据新浪财经消息，随着经济增长进一步放缓，中国政府正在试图通过基建投资来稳增长，而铁路作为投资规模大、建设时间长、拉动作用明显的基建工程，其建设批复力度正在明显加快。22日发改委一日之内批复8个重大基础设施建设项目，总投资额超过1500亿元。
国际投行摩根士丹利(Morgan Stanley)在报告中指出，发改委加快铁路项目审批将支持2015年投资增速保持稳定，从而对经济形成支撑。
大摩表示，新项目审批确认了今年铁路投资8000亿人民币和启动64个项目的目标应该可以达到。展望2015年，大摩对铁路投资依然保持乐观，并将全年铁路基础设施投资的预测上调2%，预计同比增速可达到5%至6600亿人民币。
除了新审批的投资项目，一些大规模的在建项目也将起到支撑铁路投资的作用。根据大摩所统计的数据，今年铁路未完工投资将达到历史高点，接近1.8万亿人民币，相当于今年预计铁路基础设施投资规模的2.8倍。
