On October 10, Premier Li Keqiang and German Chancellor Angela Merkel co-chaired the third round of Sino-German government consultations. The two governments jointly issued the Action Plan for Sino-German Cooperation, which proposed that the Ministry of Industry and Information Technology of China, the Ministry of Science and Technology of China, the Federal Ministry of Economics and Energy of Germany and the Federal Ministry of Education and Research of Germany should organize a industry 4.0 dialogue. In the presence of the two prime ministers, Miao Wei, Minister of Industry and Information Technology, and Sigmar Gabriel, Federal Vice Chancellor and Federal Minister of Economy and Energy of Germany, signed the Joint Statement on China as a Partner Country of CeBIT 2015.

During the third round of Sino-German government consultations, Minister Miao Wei held talks with Minister Gabriel, and both sides expressed satisfaction with Sino-German cooperation in the fields of electric vehicle, small and medium-sized enterprises, and emergency response. It focuses on the exchange and cooperation between China's strategy of deep integration of industrialization and industrialization and Germany's strategy of industry 4.0, and China's activities as a partner country of CeBit in 2015.

Looking at the Action Plan for Sino-German Cooperation, the content of "industry 4.0 Cooperation" is quite noticeable.

& emsp; & emsp; "The Prime Minister of Li Keqiang mentioned industry 4.0 cooperation at this time, which means that China should promote the integration of industrialization and informatization more quickly in the strategy of synchronous development." Wu Hequan, former vice-president and academician of the Chinese Academy of Engineering, said that industry 4.0 is very useful to our country and has important value in promoting economic and social development.

The so-called industry 4.0 is based on the different stages of industrial development. According to the current consensus, industry 1.0 is the era of steam engine, industry 2.0 is the era of electrification, industry 3.0 is the era of information technology, and industry 4.0 is the era of using information technology to promote industrial change, that is, the era of intellectualization.

This concept first appeared in Germany and was officially launched at the Hanover Industrial Exposition in April 2013. Its core purpose is to improve the competitiveness of German industry and take the lead in the new round of industrial revolution.

& emsp; & emsp; "industry 4.0 one of the future projects identified in the German Government's High Technology Strategy 2020 and are part of the German national strategy." Huang Yanghua, an assistant researcher and doctor at the Institute of Industrial Economics of the Chinese Academy of Social Sciences, said that the reason why Germany launched such a strategy was that it was worried that German SMEs might not be able to keep up with the rapid development of the world, hoping to use such a strategy to enable German SMEs and large enterprises to enter a new stage of world economic development.

Today, Germany has put forward this strategy and is willing to work with China to innovate and better use information technology to accelerate industrial change.

In the Sino-German Cooperation Action Plan signed by China and Germany, there are four articles on industry 4.0 cooperation, the first of which clearly States that the digitalization of industrial production ( "industry 4.0") is of great significance to the future economic development of China and Germany. The two sides believe that the two governments should provide policy support for enterprises to participate in the process.

According to this outline, China's Ministry of Industry and Information Technology, the Ministry of Science and Technology, the German Federal Ministry of Economy and Energy, and the Federal Ministry of Education and Research will establish a "industry 4.0" dialogue. To build a platform for enterprises of the two countries to carry out voluntary, equal and mutually beneficial cooperation in this field.

Moreover, China and Germany have agreed to cooperate closely on standards issues and incorporate the issue of "industry 4.0" into the Sino-German Standardization Cooperation Committee. Electric vehicle, energy-efficient smart energy control/smart home, water supply and sewage treatment are all future areas of common concern for both countries.

In developed countries, industrialization is followed by informatization, while in China, industrialization and informatization are developing simultaneously. In recent years, the Internet has been widely used in China, but this application is more in the field of consumption than in the industry. Wu Hequan said that industry 4.0 requires new Internet technologies to penetrate into the industry.

In fact, our country has also noticed the impact of informatization on industrial transformation very early. As early as 2002, China proposed to take the road of new industrialization, the so-called road of new industrialization, in fact, is the mutual promotion of industrialization and informatization. Today's industrial production is a human-operated machine. In the future, the machine will be equipped with intelligent equipment. The whole chain of products, warehouses and other production-related equipment will be embedded in intelligent equipment. All resources will be connected through cloud technology to generate big data, which will interact between people and things and automatically correct problems in production.

The signing of the cooperation outline between China and Germany on industry 4.0 is timely for China, which is an important measure to promote the integration and penetration of China's industrialization and informatization, and has special significance for China's economic transformation and structura l adjustment. Learning from Germany's experience will lead to leapfrog development.
