The Foreign Trade Chamber of the Brazilian Ministry of Development, Industry and Foreign Trade (Camex) has decided to impose anti-dumping measures on cement imports from six countries-China, Saudi Arabia, Egypt, the United Arab Emirates, Mexico and the United States-with an additional import tariff of 4% on cement imported from these countries.

   Dumping refers to the commercial behavior that the producers or exporters of one country (region) sell their commodities to the market of another country (region) at a price lower than their domestic market price or below the cost price. Once the dumping behavior is verified, the importing country (region) will increase the import tax on the products of the dumping country.

   It is understood that anti-dumping duties can be either permanent or temporary. Once signs of dumping are discovered, the country can temporarily authorize anti-dumping duties for a period of six months, but after the dumping behavior has been fully and thoroughly verified, temporary duties can also be converted into permanent duties, which are generally for a period of up to five years.

   Camex has six products on the endorsement list submitted to the South American Common External Tariff (Letec). When a product is added to the endorsement list, its import tax rate will be increased or decreased according to the tariff situation of Latin American plate countries. It is reported that the import of cement was duty-free before, but from now on it will be subject to a 4% tariff.
