From November 18 to 19, 2019, the First Eco-environmental Protection Supervision Group of Inner Mongolia Autonomous Region made an open and secret visit to the suburban junction of Hohhot City and found that the "scattered pollution" was distributed in the border area between Yuquan District and Tumote Left Banner on the south side of Tumote Bridge, and the environmental pollution problem was extremely prominent. It has become a "stubborn disease" that hinders the high-quality development of regional economy and the improvement of environmental quality and affects the image of the city. < br/>
I. Basic Information
In this "scattered and dirty" gathering area, there are a large number of enterprises such as sand mining, sand washing and commercial concrete mixing, which generally fail to fulfill the approval procedures of planning, environmental protection, industry and commerce, and fail to implement the requirements of air pollution prevention and control. A large number of sand, earthwork, lime and other powdery materials are piled up in the open air without any dust suppression measures. Solid wastes such as construction and domestic garbage, slag and concrete mud are dumped wantonly and piled up into mountains. Road dust is serious and the environment is chaotic.
2. Existing problems
(1) Illegal production and operation without examination and approval procedures. In order to win the battle of defending the blue sky and further promote the comprehensive renovation of "scattered and dirty" enterprises, Hohhot has formulated the Special Action Plan for the Continuous Renovation of Scattered and Dirty Enterprises, which clearly States that "according to the principle of who is in charge, who is in charge, who is in charge of permission, who is in charge, they should perform their duties, classify their responsibilities, and accelerate the progress of the comprehensive renovation of scattered and dirty enterprises". Inspectors found that there were 33 sand mining, sand washing and commercial concrete mixing enterprises in the region, 32 enterprises failed to fulfill the planning, environmental protection, industrial and commercial approval procedures, long-term illegal production and operation, and these illegal enterprises were not included in the list of scattered and polluted enterprises. < br/>

The Action Plan for the Prevention and Control of Air Pollution and the Three-year Action Plan for Winning the Blue Sky Defense War of the Autonomous Region all put forward that "the powder material storage yards in the surrounding areas of cities and industrial parks must be closed". However, the powdery materials of concrete mixing and sand and gravel mining enterprises in this area are piled up in the open air without any dust suppression measures, resulting in serious environmental pollution. < br/>

. (III) Industrial solid wastes were piled up in disorder. The production and operation of enterprises in this area are extensive, and solid wastes such as cement, slag and concrete mud are dumped and piled up wantonly. A large amount of waste concrete is piled up on the west side of Wuxin Hohhot Mixing Station in Inner Mongolia, and some domestic waste is dumped, forming a man-made rockery about 100 meters long and 10 meters high. < br/>

There is an illegal dumping site of about 20,000 square meters without any dust suppression measures. The damaged tarpaulin green net is in vain, which brings potential environmental risks to the nearby farmland. The surrounding residents complain incessantly.

. (5) Road dust is serious. The roads in this area are not hardened, the road surface is uneven, the dust is serious, and no dust suppression measures have been taken. When the transport vehicles pass, the dust fills the air and blocks the sun, so the dust problem is very prominent. < br/>

. (VI) Illegal sand washing and selection occurs frequently. Four sand and gravel mining and dressing enterprises in this area are located around cultivated land, with long-term illegal operation, poor facilities and extensive management, which seriously damages the ecological environment. < br/>

III. Cause analysis
The main reason for the above problems is that the government of Yuquan District and Tumote Left Banner has a weak sense of responsibility for defending the soil. The requirements of the Special Action Plan for Continuous Rectification of Scattered and Polluted Enterprises in Hohhot have not been strictly implemented, the main responsibilities of relevant departments in the rectification of "scattered and dirty" enterprises have not been clarified, the attitude towards the special rectification of "scattered and dirty" enterprises is not firm, the work is not active, and the investigation is not in place. Secondly, the area is the junction of urban and rural areas and administrative regions, which is difficult to supervise, and the last kilometer of supervision has not been effectively implemented, resulting in the junction area becoming a blind area of supervision. Third, as the main body responsible for pollution control, relevant enterprises ignore the laws, regulations and relevant requirements of the state and autonomous regions, neither fulfill the relevant approval procedures, nor build pollution control facilities, illegal production, evade supervision, and seriously pollute the surrounding environment.
In view of the above problems, the inspection team will further identify and verify the relevant situation, and promote the follow-up rectification work in accordance with the law and regulations.
