2019年10月16日，天瑞水泥与瑞平石龙就天瑞水泥向瑞平石龙购买熟料订立熟料供应框架协议，年期为生效日期至2021年12月31日。尽管现有熟料供应框架协议于2019年4月1日订立，并将于2021年12月31日届满，但是预期实际交易金额将可能超过现有熟料供应框架协议项下建议的年度上限，因此，订约方订立此熟料供应框架协议以取代现有熟料供应框架协议。
其中，现有熟料框架协议项下2019年度、2020年度及2021年度年度上限分别为人民币8亿元、人民币10亿元及人民币10亿元。
