In order to implement the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council on accelerating the construction of a unified national market, optimizing the business environment, and promoting high-quality full employment, To reduce the burden of obtaining evidence for workers'skill evaluation and improve the service efficiency of skill evaluation, we hereby notify the following matters concerning the promotion of mutual recognition of vocational skill certificates (including vocational qualification certificates for skilled personnel and vocational skill level certificates).
1. Promoting mutual recognition
of professional qualification certificates in key areas (1) Promoting mutual recognition of professional qualification certificates for electricians. Personnel who have obtained legal and valid special operation certificates for low-voltage and high-voltage electricians issued by emergency management departments may be exempted from safety operation training and directly participate in the assessment of special operators for construction electricians when applying for special operation certificates for construction electricians to the housing and urban-rural construction departments. Personnel who have obtained the legal and valid special operation certificate of construction electricians issued by the housing and urban-rural construction department may be exempted from safety technical training and directly take the safety technical examination when applying for the special operation certificate of low-voltage electricians issued by the emergency management department. (2) Promoting the mutual recognition of professional qualification certificates of welders. Personnel who have obtained the legal and valid special operation certificate for fusion welding and thermal cutting operations issued by the emergency management department may be exempted from safety operation training and directly participate in the assessment of special operation personnel for construction welders when applying for the corresponding operation certificate to the competent housing and urban and rural construction authorities in the areas where the special operation certificate for construction welders is issued; When applying for the certificate of welding operators of special equipment from the market supervision department, they can be exempted from the examination of safety management of hot work for welding operators of special equipment and take the examination required by other relevant contents. Personnel who have obtained the legal and valid special operation certificate for construction welders issued by the housing and urban-rural construction departments may be exempted from safety technical training and directly take the safety technical examination when applying for the special operation certificate for fusion welding and thermal cutting operations issued by the emergency management departments. Personnel who have obtained the legal and valid special equipment welding operator certificate issued by the market supervision department may be exempted from safety technology training and theoretical examination and directly participate in the safety technology practice examination when applying for the special operation certificate of fusion welding and thermal cutting operation issued by the emergency management department. 2. Promoting the connection
between vocational qualification certificates and vocational skill level certificates (1) Implementing the comparative identification of vocational skill certificates. For key areas such as electricians and welders, employees who have obtained legal and effective low-voltage electrician operation, fusion welding and thermal cutting operation, construction electrician and construction welder special operation certificates issued by emergency management departments and housing urban and rural construction departments shall be regarded as reaching the level of junior workers (level 5) of corresponding occupations (types of work). According to the regulations, they can register to participate in the skill level identification of electricians, welders and other corresponding occupations (types of work) carried out by the vocational skill level identification institutions selected and filed by the human resources and social security departments. Those who have obtained the legal and effective special operation certificate for high-voltage electricians issued by the emergency management department and the legal and effective certificate for welding operators of special equipment issued by the market supervision department shall be regarded as reaching the level of intermediate workers (level 4) of the corresponding occupation (type of work). According to the regulations, they can register to participate in the skill level identification of electricians, welders and other senior workers (three levels) of corresponding occupations (types of work) carried out by the vocational skill level identification institutions selected and filed by the human resources and social security departments. (II) Support for joint evaluations. We will support the establishment of cross-sectoral coordination mechanisms, co-ordinate vocational qualification evaluation and vocational skill level identification resources, and carry out joint evaluation of skilled personnel. On the premise of meeting the requirements of public safety, personal health, life and property safety, we can explore the development of "one test and multiple certificates" for the vocational qualifications of skilled personnel who have not carried out grade evaluation in the current national vocational qualificat ion catalogue, and through one vocational qualification evaluation, the implementation departments (units) of the vocational qualifications of skilled personnel can be qualified for the examination. At the same time, the corresponding vocational skill level certificate shall be issued by the vocational skill level certification institution.
3. Strengthen the supervision and service
of vocational skill certificates (1) Strengthen organizational leadership. All relevant departments (units) should improve the working mechanism, coordinate the human resources and social security departments, actively participate in the relevant departments, and jointly promote the exchange and mutual recognition of vocational skills certificates. Human resources and social security departments should carry out high-quality vocational skill level evaluation, strictly evaluate the selection conditions of institutions, strictly implement evaluation criteria, strictly standardize the implementation of examinations, strictly supervise the quality, and promote the universal use of vocational skill level certificates throughout the country. The implementation departments (units) of vocational qualifications for skilled personnel shall strictly implement the national vocational qualification catalogue, promote the mutual recognition of vocational qualification certificates across fields, strictly prohibit the licensing and recognition of vocational qualifications outside the current national vocational qualification catalogue, and do a good job in the supervision of the certification of vocational qualification practitioners in the field of the industry in accordance with the law and regulations.
(2) Strengthen data sharing. Relevant departments (units) should do a good job in collecting, auditing, uploading and inquiring certificate data. We should rely on the Ministry of Human Resources and Social Security's skilled personnel evaluation network (http://osta.mohrss.gov.cn/), improve and perfect the vocational skills assessment and appraisal institutions, and the vocational qualification certificate inquiry system for skilled personnel. If the department (unit) implementing the vocational qualification of skilled personnel has established a vocational skill assessment and appraisal institution and a vocational qualification certificate information inquiry website, the website shall be linked with the evaluation network of skilled personnel to realize the link inquiry; If there is no relevant information inquiry website, the relevant departments (units) implementing the vocational qualification of skilled personnel shall collect the information of vocational skill assessment and appraisal institutions and vocational qualification certificates quarterly, and upload it to the evaluation network of skilled personnel of the Ministry of Human Resources and Social Security in accordance with relevant regulations, so as to realize a network inquiry.
(3) Strengthen publicity and summary. Relevant departments (units) should strengthen the publicity and interpretation of the policy of mutual recognition of vocational skills certificates, actively expand the awareness of the policy, actively respond to social concerns and create a good social atmosphere. We should strengthen follow-up analysis, supervision and guidance, summarize and popularize innovative measures and experiences, and gradually expand the coverage of mutual recognition of vocational skills certificates.
