In order to further strengthen the bottom line of quality and safety of ready-mixed concrete, standardize the market order of ready-mixed concrete and ensure the quality and safety of construction projects, according to the relevant provisions of the Construction Law of the People's Republic of China, the Regulations on Quality Management of Construction Projects and the Regulations on Qualification Management of Construction Enterprises, and in combination with the actual situation of our city, The relevant requirements for strengthening the management of ready-mixed concrete industry are hereby notified as follows.

1. Standardize contract management

in accordance with the requirements of the Regulations on Construction Management of Sichuan Province. The purchase contract for ready-mixed concrete shall be signed with reference to the Sichuan Provincial Ready Mixed Concrete Professional Contract (Model Text) (hereinafter referred to as the "Model Contract") jointly issued by the Housing and Urban-Rural Construction Department of Sichuan Province and the Market Supervision and Administration Bureau of Sichuan Province. Party A and Party B may supplement and improve the model contract to further clarify the rights and obligations of both parties, and shall not set unfair and unreasonable terms, nor violate the relevant provisions of the Civil Code of the People's Republic of China, the Administrative Supervision and Management Measures for Contracts and other laws and regulations. The contract template can be downloaded through "Chengdu Construction (Project) Life Cycle Management Platform-Building Material Use Management One Netcom System".

2. Strict qualification management

of ready-mixed concrete production enterprises shall obtain business licenses and professional contracting qualifications for ready-mixed concrete according to law, and engage in the production and operation of ready-mixed concrete within the scope of qualification permission. Enterprises that have not obtained the professional contracting qualification for ready-mixed concrete shall not engage in the production and operation of ready-mixed concrete. After verification, enterprises that do not meet the qualification standards are marked with "abnormal qualification" on the public service platform of construction market supervision in Sichuan Province and pushed to the national public service platform of construction market supervision.

It is strictly forbidden for ready-mixed concrete production enterprises to lease and lend the professional contracting qualification of ready-mixed concrete; The ready-mixed concrete production enterprise shall not allow any other enterprise, unit or individual to undertake the ready-mixed concrete business in the name of the enterprise, and shall not lease or lend the mixing station or production line to any other enterprise, unit or individual for the production and operation of ready-mixed concrete. Enterprises leasing and lending qualifications, sites or production lines will be dealt with in accordance with relevant laws and regulations on qualification management.

3. To strengthen procurement management

, construction general contracting enterprises shall sign ready-mixed concrete procurement contracts directly with ready-mixed concrete production enterprises, and shall strictly prohibit signing professional contracting contracts or other forms of ready-mixed concrete procurement contracts with any enterprise, unit or individual that has not obtained the qualification of ready-mixed concrete professional contracting. Construction general contracting enterprises that have not signed ready-mixed concrete procurement contracts with legitimate and compliant concrete production enterprises will be dealt with in accordance with relevant laws and regulations such as the Regulations on Quality Management of Construction Projects. Before

determining the ready-mixed concrete supply enterprise, the construction general contractor and the supervision unit shall verify the supplier's qualification and green standard status, and confirm the production conditions and technical quality assurance capability of the mixing station; When it is found that there are illegal and irregular situations such as leasing and lending qualifications, stations, production lines, or expired qualifications in the mixing station, it shall report to the local administrative department of housing construction in time.

4. To strengthen quality management

, ready-mixed concrete production enterprises shall establish and improve raw material procurement, use management system, use account and test account in accordance with national standards, and all data records shall be true, complete and continuous. When raw materials such as sand and gravel aggregates, cement, mineral admixtures and admixtures enter the site, the quality certificates of raw materials shall be checked and inspected in accordance with the current effective standards and specifications, and the purchase and use of unqualified raw materials shall be strictly prohibited.

For admixtures with unknown mineral sources, first-time application and immature technology, we should strictly implement the requirements of test verification and expert demonstration, strictly control the access of raw materials, prevent quality risks from the source, and effectively guarantee the quality and safety of engineering construction.

According to the Regulations on the Responsibility System for Road Traffic Safety in Sichuan Province (Decree No.367 of the People's Government of Sichuan Province) and other relevant provisions, ready-mixed concrete production enterprises should establish and improve the rules and regulations for the management of freight transport sources, implement the responsibility for road traffic safety, and implement the responsibility for road traffic safety. Load and register the information truthfully within the total weight limit specified in the driving license of the concrete transport vehicle, and strictly prohibit the appearance of the overloaded concrete transport vehicle; Implement the weighing requirements of concrete transport vehicles, install qualified overload detection and monitoring equipment, connect to the weighing system of concrete transport vehicles, ensure the weighing of each vehicle, upload the data to the system in real time, and match the weight of concrete production, and strictly prohibit tampering with the weighing data.

6. Work requirements

(1) Compacting the main responsibility of enterprises. Construction, construction, supervision units and ready-mixed concrete production enterprises should implement the main responsibility of concrete compliance production, product quality and safety production, further improve the management system, strictly implement the management requirements, complete the necessary equipment and personnel for production, and strictly prohibit jerry-building and illegal production.

(2) Carry out regular supervision and inspection. The housing and construction departments of all districts (cities) and counties should regularly carry out routine supervision and inspection, focusing on checking whether the construction general contracting enterprises standardize the use of model contracts, whether the qualifications of ready-mixed concrete production enterprises meet the requirements, whether the production sites are compliant, whether the product quality is qualified, and whether the responsibility of road safety source management is implemented. To further standardize the management of ready-mixed concrete industry, measures such as ordering rectification, interviewing and warning, notifying and exposing, and handing over relevant departments to implement administrative penalties should be taken according to regulations.

(3) Improving the level of self-discipline in the industry. Ready-mixed concrete production enterprises and construction and supervision enterprises should further enhance the level of industry self-discipline, strengthen the binding force of industry self-discipline conventions, carry out self-examination and self-correction of industry irregularities, guide and standardize the operators of the industry to operate and compete in accordance with the law, promote the healthy development of the industry and ensure the quality and safety of construction projects.
