Illegal facts: the width of 1. 330m safety platform of Dengdian Group Cement Co., Ltd. (The first stope of the third mining area) does not meet the design requirements, and does not comply with Article 5.2.1.4 of the Safety Regulations for Metal and Nonmetal Mines. According to Article 12 of the Standard for the Determination of Major Accident Hidden Dangers in Metal and Nonmetal Mines, it is determined as a major accident hidden danger. 2. The drainage pipeline of the sunken pit is not effectively connected, which does not comply with Article 5.7.1.4 of the Safety Regulations for Metal and Nonmetal Mines (GB16423 — 2020). 3. The intercepting ditch is not set outside the stope according to the design, and the platform drainage ditch is not smooth, which does not conform to Article 4.6.3 of the Safety Regulations for Metal and Nonmetal Mines (GB16423-2020). In violation of the second paragraph of Article 41 of the Production Safety Law of the People's Republic of China, the production and business operation entities shall establish, improve and implement the system of investigation and treatment of hidden dangers of production safety accidents, adopt technical management measures, and timely discover and eliminate hidden dangers of accidents. The investigation and treatment of potential accident hazards shall be recorded truthfully, and the employees shall be informed by means of workers'congresses or workers' congresses, information bulletin boards, etc. Among them, the investigation and treatment of hidden dangers of major accidents shall be reported to the departments responsible for the supervision and management of production safety and the workers'congresses or workers' congresses in a timely manner.

Penalty basis: According to Article 102 of the Production Safety Law of the People's Republic of China, if a production and business operation entity fails to take measures to eliminate the hidden dangers of accidents, it shall be ordered to eliminate them immediately or within a time limit, and a fine of less than 50,000 yuan shall be imposed; If a production and business operation entity refuses to do so, it shall be ordered to suspend production or business for rectification, and the person in charge directly responsible and other persons directly responsible shall be fined not less than 50,000 yuan but not more than 100,000 yuan; if a crime is constituted, criminal responsibility shall be investigated in accordance with the relevant provisions of the Criminal Law.
