This policy is supported by multiple funds and project management mechanism to build a three-level linkage technological transformation project bank at the provincial, municipal and county levels. For major technological transformation projects that meet the requirements, the upper limit of subsidies for a single main body can reach 15 million yuan; for technical research projects, the maximum amount of subsidies can be increased to 30 million yuan. 1. Supporting the construction of major technological transformation projects. We will improve the life-cycle service mechanism for key projects, establish a database of key technological transformation projects at the provincial, municipal and county levels, dynamically update four lists of reserve projects, projects to be started, projects under construction and completed projects, and regularly carry out scheduling to respond to problems in a timely manner. 3. Strengthen technical research. Efforts should be made to promote the renovation of old plants in the petrochemical industry, make good use of existing policy funds, and support petrochemical enterprises to carry out renovation of old plants that have reached the design service life or have a long operation time and have potential safety hazards in accordance with relevant national and provincial standards and norms, so as to prevent and resolve potential safety hazards. High-quality industrial enterprises outside the park will be allowed to use the land in the park by agreement according to regulations.
