Shanxi: "15th Five-Year Plan" Focuses on Energy-saving and Carbon Reduction Transformation of Cement and Other Seven Industries

Recently, Shanxi Energy said that during the "15th Five-Year Plan" period, it will use three years to focus on seven major industries, namely, iron and steel, electrolytic aluminium, cement, flat glass, synthetic ammonia, methanol and coal and electricity, to carry out in-depth diagnosis of public welfare energy efficiency and carbon efficiency, comprehensively promote energy-saving and carbon-reducing transformation, and strive to build a well-off society in an all-round way. We will strive to save more than 1.5 million tons of standard coal and reduce carbon dioxide emissions by more than 4 million tons, so as to make traditional industries glow with green vitality. During

the "15th Five-Year Plan" period, China will comprehensively implement the dual control of carbon emissions. As an important national energy base, Shanxi Province will base itself on its own reality and focus on the working idea of "controlling the increment, optimizing the stock, controlling the total amount and activating the variables", so as to promote the implementation of various tasks of energy conservation and carbon reduction with greater efforts and more practical measures.

Shanxi Province will strictly control the energy efficiency access of new projects and implement comprehensive review and evaluation of energy consumption, coal consumption and carbon emissions of projects. The new "two high" projects strictly implement the requirements of carbon emission replacement, the energy efficiency of the main products reaches the benchmark level, the energy efficiency of the main energy-using equipment reaches the advanced level, and the new "two high" projects are eliminated from the source. In terms of

strictly controlling the growth of coal consumption, we should implement regional differentiated management and control, promote the continuous decline of coal consumption in key areas of air pollution prevention and control, and reasonably control the growth of coal consumption in non-key areas. Combining with the industrial layout of the whole province, we should improve the substitution coefficient, try out the coal consumption substitution commitment system, and firmly adhere to the bottom line of fully implementing the reduction before the project is put into operation.
