On September 16, the Development and Reform Commission of Hubei Province issued the Opinions of the Provincial Development and Reform Commission on the Energy Conservation Review of the Circular Economy Project (Phase II and Phase III) of the 3 Million Tons/Year Phosphogypsum Acid By-product Cement Admixture of Hubei Dongsheng Industrial Co., Ltd., and agreed in principle with the final revised energy conservation report of the project. project is put into production in December 2029, the total annual carbon emissions will be 409700 tons, and the annual new comprehensive energy consumption equivalent value will be 204128 tons of standard coal (equivalent value is 213847 tons of standard coal). The annual power consumption is 66.7206 million kwh, the annual consumption of coke is 82,080 tons, the annual consumption of bituminous coal is 0.88 tons, the annual consumption of biomass fuel is 81588 tons, the annual consumption of diesel oil is 36 tons, the annual consumption of liquefied petroleum gas is 7.29 tons, and the annual consumption of fresh water is 7.1014 million tons. The project exports 644600 GJ of heat (0.7 MPa, 164.9 degrees Celsius saturated steam). Report of Yichang Development and Reform Commission on Circular Economy Project of 3 Million Tons/Year Phosphogypsum Acid Production By-product Cement Admixture of Hubei Dongsheng Industrial Co., Ltd. (Phase II, We have received the Request for Instructions on Energy Conservation Review (YFGHZ [2026] No.139) (Project Code: 2208-420525-04-01-324830). The project has been put on record by yuan'an County Development and Reform Bureau. The project adopts the "3 + 1" two-conversion and two-absorption phosphogypsum sulphuric acid production process, and constructs two 1 million tons/year phosphogypsum disposal production lines, workshops, warehouses, central control rooms, storage yards and other ancillary facilities. After the completion of the project, the annual output of sulfuric acid will be 600,000 tons and the by-product cement admixture will be 750,000 tons.
According to the national and provincial regulations on energy conservation review and carbon emission assessment of fixed assets investment projects and the review opinions of the entrusting agency, the following review opinions are put forward on the energy use of the project:
I. The final revised energy conservation report of the project is approved in principle. The project conforms to the national energy-saving laws and regulations, standards and policies, the energy analysis is objective and accurate, the energy efficiency of the project has reached the advanced level of the domestic industry, and the proposed energy-saving measures are reasonable and feasible. After the project is put into production in December 2029, the total annual carbon emissions will be 409700 tons, and the annual new comprehensive energy consumption equivalent value will be 204128 tons of standard coal (equivalent value is 213847 tons of standard coal). The annual power consumption is 66.7206 million kwh, the annual consumption of coke is 82,080 tons, the annual consumption of bituminous coal is 0.88 tons, the annual consumption of biomass fuel is 81588 tons, the annual consumption of diesel oil is 36 tons, the annual consumption of liquefied petroleum gas is 7.29 tons, and the annual consumption of fresh water is 7.1014 million tons. 2. The project has a great impact on Yichang's completion of the "Fifteenth Five-Year Plan" energy consumption increment control target and the "Fifteenth Five-Year Plan" energy consumption intensity reduction target. The project construction unit shall strengthen the management of project design, construction and other aspects according to the review opinions, implement various energy-saving measures, build the user end of the energy consumption on-line monitoring system before putting into operation and connect it to the provincial platform for acceptance, so as to ensure that the energy efficiency after putting into operation is the benchmark level or the advanced level of the industry and that the energy consumption of the project is controlled within the approved scope.
3. If the project has not started construction within two years from the date of issuance of this energy conservation review opinion, the energy conservation review opinion shall automatically become invalid. If a major change occurs before or during the construction of the project, an application for change shall be submitted to the Provincial Development and Reform Commission.
4. Before the project is put into production and use, the project construction unit shall submit an application for energy conservation acceptance to the Yichang Development and Reform Commission, and the Yichang Development and Reform Commission shall carry out the acceptance of the implementation of the energy conservation review opinions of the project in conjunction with the competent industry departments at the same level, and prepare the energy conservation acceptance report. Projects without energy-saving acceptance or unqualified acceptance shall not be put into production or use. Yichang Development and Reform Commission is requested to strengthen the supervision and inspection of the implementation of the energy-saving review opinions of the project.
