On May 22, the Zhejiang Cement Industry Quality Conference was held in Hangzhou. The purpose of the meeting is to summarize the quality work of the cement industry in the whole province in 2025, and to conduct special training on the new version of the Rules for the Implementation of Cement Product Production License, the new version of the Regulations for Cement Quality Management and the newly revised original records of the unified account of cement in the whole province. Vice President and Secretary-General Yao Hairong presided over the meeting and made a concluding speech. A total of 116 representatives from cement enterprises and quality inspection agencies in the province participated in the meeting.
The meeting held that under the severe situation of serious overcapacity, fierce market competition and continuous decline in industry profits, the overall quality of Zhejiang cement products remained stable and improved. Statistical data show that the qualified rate of ex-factory cement, the qualified rate of surplus strength and the qualified rate of bag weight are all 100%, and the average strength of the five major varieties of cement is slightly higher than that of last year, which is far higher than national standard requirements. However, we need to be alert to a small number of enterprises, especially some grinding stations and cement preparation enterprises, which have the problems of declining internal control standards and product stability caused by compressed investment. It is also necessary to be alert to the quality and safety of cement imported from other provinces through transit depots. The meeting called on the whole industry to attach great importance to these problems and take active measures to keep the bottom line of quality. Guo Li, deputy director of the Quality Office of China Building Materials Federation and the Cement Examination Department of the National Industrial Product Production License Office, was
invited to interpret the 2026 edition of the Rules for the Implementation of Cement Production License in detail. At the same time, he stressed that the core role of cement production license is to implement the national industrial policy and to ensure quality and safety. Organizing production according to the registered production capacity is an important measure to control the production capacity of the cement industry and an important industrial policy of the industry. The acceptance and verification of production licenses must meet the requirements of the national capacity management policy. It is worth noting that the state has abolished the practice of verifying production capacity by kiln diameter, and the new rules clearly stipulate that cement production capacity shall be subject to the government's approval for filing. The actual output of the enterprise must be consistent with the approved capacity. In addition, Guo Li also explained the new edition of Cement Quality Management Regulations. "Cement Quality Management Regulations" is an important basis for laboratory acceptance enterprises to obtain laboratory certificates. Pan Baojin, deputy Secretary-General of the
association, made a systematic analysis of the cement quality in the province. The newly revised provincial cement unified account and original records were systematically explained. Deputy Secretary-General Zhang Songli made a special speech entitled "Stick to the bottom line of quality, concentrate on quality breakthrough, and make every effort to promote the steady and high-quality development of Zhejiang cement industry". Entrusted
by President Yao Jixin, Yao Hairong made a concluding speech. He made four points. First, stick to the original intention of quality. The person in charge of the enterprise must shoulder the responsibility of the first person responsible for quality. The more difficult it is at present, the more important it is to stick to the original intention of quality, compact the responsibility layer by layer, and keep the bottom line of quality. Second, we should thoroughly understand the spirit of policy. The conference has many policy contents, focusing on publicizing and implementing the new version of the Rules for the Implementation of Cement Product Production License and the new version of the Regulations for Cement Quality Management. I hope you can accurately grasp the core requirements and continuously improve internal management as an important measure to stabilize and improve product quality, and lay a good foundation for the smooth acquisition of production licenses in advance. Third, focus on key points. In view of the strong reaction to the hidden dangers of outstanding quality problems, the association, while calling for the attention of the whole industry, also intends to actively explore and take necessary measures in conjunction with major enterprises in the industry. Fourth, do a good job of policy convergence. The new version of the production license implementation rules highlights the implementation of the capacity policy. It stipulates that the cement production capacity shall be subject to the government's approval for filing, and the actual output of the enterprise shall be consistent with the approved production capacity. This requirement will effectively promote the implementation of the Compliance Production Implementation Plan of Zhejiang Cement Industry. All the participants in this meeting are comrades in charge of quality work.
