Liaoyang Natural Resources Bureau recently imposed administrative penalties on Liaoning Honghe Group Shengxing Cement Co., Ltd. for illegal cross-border limestone mining.

After investigation, from the end of May to the first ten days of June 2025, the enterprise exploited ores beyond the approved mining area during the construction of its limestone mine reconstruction and expansion project, with a cross-border mining volume of 0.68 million tons and an illegal income of 68000 yuan.

According to Article 40 of the Mineral Resources Law of the People's Republic of China and Article 42 of the Detailed Rules for the Implementation of the Mineral Resources Law, the law enforcement authorities ordered the enterprise to immediately return to the mining area for mining, confiscate the illegal income of 68000 yuan, and impose a fine of 6800 yuan at 10% of the illegal income, with a total fine of 74800 yuan. After receiving the notice of administrative penalty hearing, the enterprise did not submit a statement or defense opinion, nor did it apply for a hearing.

On May 22, the Zhejiang Cement Industry Quality Conference was held in Hangzhou.
