Recently, the Bureau of Ecological Environment of Handan City, Hebei Province, officially issued the Key Points of the City's Ecological Environment Work in 2026 (Hanhuan [2026] No.1) to delineate the road map for the whole year's environmental protection work.
The document implements the requirements of the Municipal Committee, the Municipal Government and the Provincial Department of Ecology and Environment, and clearly supports high-quality development with high-level protection. Among them, cement enterprises need to focus on the following six major tasks:
First, the ultra-low emission transformation has entered the final stage
of document requirements, and the whole process of ultra-low emission transformation of three production lines of BBMG Taihang Cement has been completed. At the same time, three cement clinker enterprises in the city must complete the assessment and monitoring of ultra-low emissions, marking the transition of ultra-low emissions in the cement industry from the transformation stage to the acceptance stage.

Establish an intelligent control system for denitrification facilities covering key industrial sources and a supervision system for the whole process of ammonia emission. By the end of May, 45 key enterprises and 83 sewage outlets in the city had completed the acceptance of precise ammonia injection transformation, among which cement enterprises ranked.
3. Hard indicators of clean transportation: 90% + 16,000 new energy vehicles
. The proportion of clean transportation of bulk goods in key industries such as iron and steel, coking, thermal power, cement clinker and coal in the city must reach more than 90%, and the use of new energy medium and heavy trucks must reach 16,000. By the end of
September, more than 30% of heavy trucks and non-road mobile machinery in the fourth and below national emission standards were eliminated, and the logistics transportation of cement enterprises was facing substantial upgrading pressure.
4. Precise management and control: The "one-size-fits-all" ban and the "one-size-fits-all" ban were implemented in parallel
to improve the level of classification and control of environmental performance in key industries. Five enterprises in key industries achieved "A" in environmental performance throughout the year, and actively strived to become leading enterprises. At the same time, we should make every effort to do a good job in the joint prevention and control of air pollution in Beijing, Tianjin, Hebei and surrounding areas, scientifically deal with heavy polluted weather, and resolutely put an end to "one size fits all".
5. Carbon footprint management: Cement industry defines the carbon reduction path
, deepens the construction of carbon footprint management system, coordinates the carbon footprint accounting and carbon reduction diagnosis of steel and cement industries, defines the carbon reduction path, and promotes carbon reduction transformation to reduce carbon emission intensity. In addition, we should actively explore the application of carbon inclusive scenarios.
6. Carbon Market Compliance and Non-Carbon Dioxide Greenhouse Gas Emission Control
Promote the emission control of non-carbon dioxide greenhouse gases such as methane in key areas, and accelerate the demonstration and application of CCUS (Carbon Capture, Utilization and Storage) technology. Actively participate in the national carbon emission market trading, and do a good job in the carbon market performance of iron and steel, thermal power, cement and other enterprises.
