Chang Zhangli was invited to participate in the promotion meeting of state-owned central enterprises to help Qinghai's high-quality development and to investigate the group's enterprises in Qinghai.

In September 15th, the state owned central enterprises promoted the high quality development of Qinghai in Xining. The conference thoroughly studied and implemented the important expositions of the General Secretary of Xi Jinping on pairing assistance and the major requirements for Qinghai's work, comprehensively summarized the achievements of the state-owned central enterprises in assisting the youth, studied and deployed the key work in the next stage, and promoted the cooperation between the central and local governments to a new level. Cheng Fubo, Secretary and Director of the Party Committee of the State-owned Assets Supervision and Administration Commission of the State Council, Wu Xiaojun, Secretary of the Qinghai Provincial Party Committee and Director of the Standing Committee of the Provincial People's Congress, attended and delivered speeches. Luo Dongchuan, Deputy Secretary of the Qinghai Provincial Party Committee and Governor of Qinghai Province, presided over the meeting. Pang Xiaogang, Member and Deputy Director of the Party Committee of the State-owned Assets Supervision and Administration Commission of the State Council, briefed the central enterprises on the progress of youth assistance during the 14th Five-Year Plan period. Chang Zhangli, Deputy Secretary of the Party Committee and General Manager of China Building Materials Group, was invited to attend the meeting and investigate the Group's enterprises in Qinghai. On the afternoon

of September 14, Chang Zhangli held working talks with Governor Luo Dongchuan, and the two sides had in-depth exchanges on deepening pragmatic cooperation. Su Quanren, Secretary-General of the Qinghai Provincial Government and Director of the General Office, attended the meeting.

Chang Zhangli thanked the Qinghai Provincial Party Committee and the provincial government for their strong support for the business development of China Building Materials Group in Qinghai. He said that the Group has laid out three major industries in Qinghai, namely, basic building materials, new materials and engineering and technical services, built the world's first full-process high-performance carbon fiber industrial base with a single scale of over 10,000 tons, promoted breakthroughs in key core technologies and industrialization of independent innovation achievements, and made positive contributions to ensuring the safety and controllability of the national carbon fiber industry chain together with Qinghai. Facing the future, the Group will actively promote the high-end, intelligent and green development of the green carbon fiber industry, promote the deep integration of scientific and technological innovation and industrial innovation, actively plan new investment cooperation opportunities, and contribute more to building a modern industrial system with plateau characteristics in Qinghai.

Luo Dongchuan welcomed Chang Zhangli and his delegation and thanked China Building Materials Group for its strong support for Qinghai's economic and social development. He said that China Building Materials Group has been deeply involved in Qinghai's industrial construction for many years, which has provided strong support for Qinghai to expand its new material industry and upgrade the development level of advanced manufacturing industry. It is hoped that the two sides will further deepen the strategic docking, fully integrate the advantages of clean energy in Qinghai with the leading role of China Building Materials Group, and promote the agglomeration and development of carbon fiber industry chain enterprises. Qinghai will continue to strengthen factor guarantee, support China Building Materials Group to cultivate leading intelligent factories, jointly build a demonstration benchmark for the integration of green manufacturing and intelligent manufacturing, and work together to write a new chapter of win-win cooperation between central and local governments. During his

stay in Xining, Chang Zhangli went to Zhongfu Shenying Xining Base for on-site investigation, in-depth understanding of product development, upgrading and transformation, production and operation, and listened to the work reports of Zhongfu Shenying, Qinghai Corps and Qinghai Qilian Mountain.

He fully affirmed the achievements made by the enterprises in Qinghai, and put forward six requirements for the next stage of work: First, improve the political position, base on Qinghai's strategic positioning and resource endowment, actively serve Qinghai's ecological civilization highland and industrial "four places" construction, and highlight the role of central enterprises in the construction of Qinghai. The second is to highlight value creation, consolidate management around "one profit and five rates", continuously optimize product structure and customer structure, coordinate current benefits and long-term development, and continuously enhance the intrinsic value of enterprises. Thirdly, we should deepen reform and innovation, strengthen cooperation with end customers and frontier scientific research institutions, and realize the deep integration of scientific and technological innovation and industrial innovation. Fourthly, we should promote the development of green intelligence, strictly implement the requirements of ecological environmental protection, and insist on promoting intelligent transformation with the orientation of improving efficiency. Fifth, we should coordinate development and safety, strengthen the bottom line thinking, consolidate safety responsibilities, and strengthen the investigation and management of hidden dangers. Sixth, we should strengthen the leadership of Party building, promote the integration of Party building and production and operation, give full play to the role of grass-roots Party branches as fighting fortresses and the vanguard and exemplary role of Party members, resolutely establish and practice the correct view of political achievement, and further promote the comprehensive and strict administration of the Party.
