The plan proposes to firmly promote the carbon peak action, comprehensively implement the dual control system of total carbon emissions and intensity, promote energy-saving and carbon-reducing transformation in key industries, and promote the orderly withdrawal of excess capacity in coal and electricity, ferroalloy, calcium carbide, cement, coking, carbon and other industries in accordance with the law and regulations. In terms of
carbon peak action, the plan clearly implements the three-year action of energy-saving and carbon-reducing transformation in key industries such as iron and steel, cement and methanol, carries out the budget management of carbon emissions at the district and municipal levels, perfects the statistical accounting system of carbon emissions and the dynamic monitoring and early warning mechanism, and fully integrates into the national carbon emissions trading market. Promote the application of carbon capture, utilization and storage (CCUS) technology. In terms of optimizing the structure of
energy consumption, Ningxia proposes to promote the peak of coal and oil consumption, promote clean substitution of coal consumption in key coal-using industries, strictly control the scale of petroleum refining capacity, speed up clean substitution of oil Co nsumption in transportation, construction, agriculture, forestry, animal husbandry and fishery, and industrial fields, rationally regulate coal and oil and gas consumption, and promote coal consumption. Promote the transformation of energy structure to green and low carbon from the source. At the same time,
the plan emphasizes accelerating the green and low-carbon transformation of traditional industries, intensifying the innovation and application of green and low-carbon technology and equipment, and accelerating the renewal of existing equipment and the optimization and upgrading of technological processes. Among them, eliminating backward and low-end inefficient production capacity according to law and regulations, and promoting the orderly withdrawal of excess capacity in coal, electricity, ferroalloy, calcium carbide, cement, coking, carbon and other industries are important contents of industrial structure optimization.
In order to promote the green transformation of manufacturing industry, Ningxia will implement green manufacturing projects, promote green design, promote green technology, build green factories and green parks, support the construction of beautiful Ningxia with green manufacturing system, and enhance the quality and sustainability of industrial development.
As a large area of energy resources, Ningxia's coal, electricity, coal chemical industry and other industries are also facing the pressure of carbon emission reduction while supporting economic growth. This round of planning combines the double control of carbon emissions with the withdrawal of excess capacity, which not only responds to the national "double carbon" target requirements, but also defines the path for the high-end, green and intelligent transformation of regional industries.
Industry analysis shows that with the expansion of the coverage of the national carbon emission trading market and the gradual improvement of the carbon price mechanism, the withdrawal rhythm of high-energy-consuming and high-emission production capacity will be accelerated, and the green low-carbon transformation of relevant industries in Ningxia will also provide a demonstration sample for the energy transformation in Northwest China.
