The fifth rectification task of the third round of central ecological environment protection supervision, Datong City, has completed the rectification and passed the verification and acceptance. In accordance with the requirements of the Measures of the Central Government for the Supervision and Rectification of Eco-environmental Protection, the rectification is now publicized as follows:
I. Rectification Task
The problem of ecological damage caused by mineral development is relatively serious. Illegal mining in the cultural relics protection control area. Inspectors found that Qifengshan Beacon Tower is located within the scope of mining rights of Datong Jidong Cement Co., Ltd. and the scope of mining rights should be adjusted in accordance with the law and regulations. However, in the process of going through the formalities for the renewal of the company's mining rights in 2020, the cultural relics protection department of Yungang District of Datong City failed to perform its duties and issued false opinions that "no immovable cultural relics were found on the ground" in violation of regulations; the planning and natural resources departments did not strictly check and verify, and continued to include the beacon tower of Qifeng Mountain in the scope of mining rights. Since November 2024, the company has illegally carried out mining operations in the construction control zone of Qifeng Mountain beacon tower, which is only 173 meters away from the beacon tower. The area of the damaged construction control zone is about 1200 square meters, and the historical features and ecological environment around the cultural relics have been significantly damaged.
2. Rectification measures
Datong City has investigated and dealt with the illegal mining activities of Datong Jidong Cement Co., Ltd. in the cultural relics protection and construction control zone of Qifeng Mountain Beacon Tower. The scope of mining rights shall be adjusted in accordance with the law and regulations, and the scope of prohibited mining areas shall be delimited. By the end of December 2025, the damaged 730 in the construction control zone will be completed. Ecological restoration and management of 35 mu area. III. Completion of
Rectification 1.

2． Adjustment and Withdrawal of the

3． The ecological restoration and control
of the damaged areas in the control zone of cultural relics protection and construction is compared with the implementation plan of ecological restoration and control of the original east mining area of cement limestone mine in Datong Jidong Cement Co., Ltd. 4． The implementation of
compensation for ecological environment damage shall be in accordance with the opinions of the acceptance team. Supplementary submission of Datong Jidong Cement Co., Ltd. and Yungang District Government: Judicial Appraisal Opinion on Ecological Environment Damage Caused by Open-pit Limestone Mining of Datong Jidong Cement Co., Ltd. issued by Shanxi Judicial Appraisal Center for Environmental Pollution Damage (Jin Huan Si Jian [2026] Huan Shi Jian Zi No.15), Assessment Report on Restoration Effect of Ecological Restoration and Treatment Project of Limestone Mine for Cement in the Original East Mining Area of Datong Jidong Cement Co., Ltd. (September 2026). According to the < < Regulations on the Management of Compensation for Ecological Environmental Damage > > According to the provisions of Article 18, paragraph 1, and Article 3 of the Opinions on Several Specific Issues Concerning Further Promoting the Reform of the Compensation System for Eco-environmental Damage (No.6, 2025), the Yungang District Government recognizes the effectiveness of ecological restoration and issues a written confirmation opinion that no further economic compensation will be made.
After written review, the judicial appraisal completed the identification of ecological damage, the third-party assessment confirmed that the level of ecological restoration exceeded the baseline level of ecological environment damage in the area of ecological environment damage, the Yungang District Government issued a confirmation opinion of no economic claim in combination with the technical conclusion, the complete set of supporting materials was complete, and the task of rectification of ecological environment damage compensation was in place.
5． Implementation of
long-term mechanism construction Datong City and Yungang District have improved the management system of cultural relics protection, implemented the management of cultural relics protectors, and done a good job in the daily monitoring of the Great Wall cultural relics; they have organized and carried out special self-examination of the protection of mining rights and cultural relics and "looking back" on the hidden dangers of the Great Wall.
