On September 11, the Economic and Credit Department of Sichuan Province solicited public opinions on the Implementation Plan for Promoting the Withdrawal of Backward Production Capacity by Using Comprehensive Standards in Sichuan Province in accordance with the Law and Regulations (Draft for Opinions), and the feedback ended on October 10, 2026. The plan focuses on key energy-consuming industries such as steel, coal, cement, electrolytic aluminium and flat glass, and takes the five comprehensive standards of energy consumption, environmental protection, quality, safety and technology as the starting point to build a market-oriented and normalized exit mechanism for backward production capacity.
The document puts forward that under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the General Secretary of Xi Jinping should fully implement the spirit of visiting Sichuan and the series of important instructions to Sichuan work, conscientiously implement the work arrangements of the central and provincial Party committees and provincial governments on achieving carbon neutralization at the peak of carbon and fighting the key battles of pollution prevention and control in depth, so as to ensure the implementation of the work plan. Focusing on iron and steel, coal, cement, electrolytic aluminium, flat glass and other industries, through comprehensive utilization of various standard systems, strict normalization of law enforcement and implementation of mandatory standards, a number of energy consumption, environmental protection, safety, technology can not meet the standards and produce substandard products or eliminated production capacity (the above is backward production capacity). To realize the transformation of working methods from mainly relying on administrative means to comprehensively using laws and regulations, economic means and necessary administrative means, to realize the transformation of defining standards from mainly relying on equipment scale, technological standards to comprehensive standards such as energy consumption, environmental protection, quality, safety and technology, and to establish market-oriented, legalized and normalized work. Green, low-carbon and high-quality development of Sichuan's economy and society.
The document requires that the acceptance, examination and approval of the renewal (issuance) of production licenses for key industries such as iron and steel, cement and hazardous chemicals should be done well. For backward production projects, the application for production licenses for industrial products of enterprises should not be accepted, and no administrative license should be granted for those that have been accepted. The production and sale of products and equipment whose energy efficiency is lower than requirements of the Advanced Level of Energy Efficiency, Energy Conservation Level and Access Level of Key Energy-using Products and Equipment shall be prohibited in accordance with the law and regulations.
For the production capacity of steel, cement, electrolytic aluminum and other industries whose energy consumption and electricity consumption do not meet the mandatory standards, as well as the production capacity that belongs to the elimination category of the Catalogue of Guidance for Industrial Structure Adjustment, differential energy resources prices such as differential electricity prices, ladder electricity prices, punitive electricity prices and progressive price increases for over-quota water use should be implemented.
Each city (prefecture) shall focus on the steel, coal, cement, electrolytic aluminum, flat glass and other industries, and comprehensively arrange the backward production capacity in the region; the relevant provincial competent departments shall study and formulate the work plan according to the backward production capacity, specify the annual key tasks, time nodes and work measures, and guide and urge each city (prefecture) to carry out the work in accordance with the law and regulations.
