Due to the need of work, after the company's research, it is proposed to compete for a director of the comprehensive management department of Kazakhstan Cement Industry Co., Ltd., a subsidiary of Tianshan Material Sinoma Cement Co., Ltd. I. Company Profile
QazCement Industries LLP was established on January 24, 2023. It is planned to invest in the construction of a clinker cement production line with a daily output of 3500 TPD and supporting living facilities in Kazakhstan, which will be put into operation in July 2027. On November 11, 2025, Kazakhstan Company formally completed the capital injection and industrial and commercial changes, and became a holding joint venture company of Sinoma Cement. The total investment of the project is about 200 million US dollars, covering an area of 70 hectares. It is located in the grassland hinterland between Aktobe and Atyrau, with convenient transportation, adjacent to the inter-city highway, and equipped with special railway facilities. It is the first cement project built by China Building Materials Group in Kazakhstan in response to the "the Belt and Road" initiative, and also the first major project in the investment layout of the Central Asian region. The project adopts the most mature production technology in the world, which has the advantages of advanced technology, high intelligence, energy saving, safety and environmental protection. The project is one of the key construction projects in Baijianing District of Aktobe Prefecture. After completion, it will achieve the annual production capacity target of 1 million tons of clinker and 1.3 million tons of cement, which will greatly reduce Kazakhstan's dependence on cement imports and accelerate the new industrialization process in Baijianing District. At the same time, it can also provide more than 1000 stable jobs directly and indirectly for the local people, and promote sound and rapid economic and social development.
2. Responsibilities and Qualifications

of the Post (1) Formulate and improve the administrative management system and process, and supervise the implementation.
(2) Coordinate the management of office environment, fixed assets, vehicles, archives, seals, logistics (canteen/dormitory) and other administrative affairs.
(3) Control the budget of administrative expenses to ensure the rational allocation of resources.
(4) Carry out recruitment, training, performance, compensation, employee relations and other modules.
(5) Carry out human resource planning and optimize post setting and staffing.
(6) Promote the construction of corporate culture, do a good job of integration with local culture, and improve employee satisfaction.

3. Qualifications and requirements

(3) Should have more than 5 years of relevant experience in administrative personnel work, be good at system compilation, data analysis, document writing, excellent communication and coordination and emergency handling ability, strong sense of responsibility, high awareness of confidentiality, strong ability to resist pressure.
(4) Overseas working experience and fluency in English or Russian is preferred.
