He saw an exchange report on the cooperation project between a building materials group and a cement design Institute. One of the contents of the exchange was the work related to the Group's new production line with a daily output of 9000 tons. The two sides exchanged views on the preparation of the feasibility study plan and the progress of the project establishment.
The 9000 t/d production line project was announced by the province in May last year. In fact, there was a version of the capacity replacement plan as early as April 2021. A new 7500 t/d production line is built by combining three 4.0 m kiln production lines in the same plant area. The original three kilns are all 4.0 m kilns, but the design capacity is 2500 t/d for two kilns and 4000 t/d for one kiln. During the implementation of the replacement method (2017 version), although the three are combined into one with a design capacity of 9000 t/d, the actual capacity is 7500 t/d. The capacity of the approved construction project is the medium and small capacity of the two, with a fixed kiln diameter of 5.5m and a design capacity of 7500 t/d.
After that, the project has not been substantially promoted. From November 2024, the replacement method (2024 version) will be implemented, and the number of production capacity used for replacement will be determined strictly according to the production capacity specified in the project filing (approval) documents. All previous replacement methods have implemented equivalent replacement in the same factory area. Because the design capacity of one 4.0 m kiln production line is 4000 t/d. According to the original scheme of 7500 t/d, it is obvious that 1500 t/d is lost. It happened that the project had not been substantially promoted, so in May this year, a new version of the capacity replacement plan was introduced. The capacity is determined strictly according to the capacity specified in the project filing (approval) document. The design capacity is 9000 t/d. According to the ratio of 1:1, the kiln diameter of the approved construction project is 5.8 m (0.3 m larger than original scheme), and the design capacity is 9000 t/d. In this way, the design capacity can be increased by 1500 t/d. According to the instructions of the
leaders of the Group, in order to accurately define the working time nodes and investment scale of the project, the relevant departments of the industry should fully cooperate with the Cement Design Institute to promote the feasibility study; at the same time, they should thoroughly study the transformation scheme of the old production line, fully activate the existing resources of the enterprise, and rely on the regional advantages to do a good job in market research and benefit calculation, so as to help the enterprise maximize its benefits.
In the past 10 years, cement production has dropped from nearly 2.5 billion tons to nearly 1.7 billion tons, and many projects originally to be built have been suspended. It is generally recognized that the demand for cement will continue to decline. In March
2023, the National Development and Reform Commission issued the Reference Outline for the Preparation of Feasibility Study Reports of Enterprise Investment Projects (2023 Edition) and the Notes on the Outline for the Preparation of Feasibility Study Reports of Investment Projects (2023 Edition). Feasibility study is the core link of investment decision-making, and strengthening the feasibility study of investment projects is an inevitable requirement to enhance the scientific level of investment decision-making. On the basis of implementing the investment autonomy of enterprises, the Reference Outline mainly guides enterprises to attach importance to project feasibility study, strengthen the internal decision-making management of investment projects, promote production and operation in accordance with the law, and achieve healthy and sustainable development. The feasibility study of enterprise investment projects should highlight the economy, focus on the investment income and market risk avoidance, and guide enterprises to improve the scientificity of investment decision-making and financial sustainability. The feasibility study should change the practice of "emphasizing construction and neglecting operation", emphasize the scheme optimization and systematic demonstration of the whole life cycle of the project, and attach importance to both the feasibility study of the construction scheme and the feasibility study of the operation scheme after the completion of the project. Enterprise investment projects should determine the "production and operation plan" and highlight the effectiveness of operation. Project operation needs to study the "operation organization plan", formulate the key performance indicators and performance management mechanism of the whole life cycle of the project, and put forward the performance management requirements of the main input and output efficiency, direct effect, external impact and sustainability of the project, that is, the "performance management plan".
In January this year, the Provincial Department of Industry and Information Technology and the Department of Ecology and Environment, where the project is located, jointly issued the Notice on Peak-Staggered Production of Cement Clinker Production Line in 2026, clarifying that peak-staggered production during heating period is all cement clinker production lines in the province. During the winter heating period from January 1, 2026 to March 31, 2026 and from November 1, 2026 to December 31, 2026, enterprises that implement peak-shifting production and whose environmental performance grade is Grade A or above can appropriately shorten the peak-shifting production time organized by the Provincial Building Materials Industry Association. Off-peak production in non-heating period: in principle, off-peak production shall be carried out for 15 days every month from April to October.
As a result, the kiln was shut down for 256 days and opened for 109 days in the whole year. Of course, new projects (must) achieve ultra-low emissions, can apply for environmental performance grade A, and can appropriately shorten the peak staggering production time. More appropriately, the opening time of the new line is about 120 days.
Although the leadership requires in-depth study of the old production line transformation program, fully activate the existing resources of enterprises. It can indeed save investment, but after all, it is a small head. With such high-intensity investment, the capacity utilization rate is about 40% from the beginning of production. I really don't know how the project economy, investment income and input-output efficiency will be reflected?
In the past, in order to get the approval of the competent authorities, the feasibility of investment projects has become approvable. Now the filing system is implemented, feasible is feasible, not feasible is not feasible. If the data is inconsistent with the actual situation and the algorithm is wrong, the enterprise will finally swallow the bitter fruit. Of course, enterprises have strong financial strength and do not care about the return of investment, which is another matter.
