The meeting held that under the severe situation that the demand of the Pan-Northeast cement industry is declining more than expected, the balance between supply and demand maintained in the difficult situation is easily seriously damaged by the violation of the policy of peak staggering production. Facts have proved that it is impossible to clear production capacity for many years if the price is allowed to roll in. Cement enterprises and associations at all levels must unite as one, resolutely implement the spirit of "anti-involution" of the Party Central Committee and the State Council, curb the vicious competition of "involution", strengthen industry self-discipline, unswervingly and uncompromisingly implement the peak-staggering production plan documents issued by the industry authorities of three provinces and one region, jointly maintain industry order and industry ecology, and realize the return of industry value and win-win cooperation. Zhou Yuxian pointed out that in order to recognize the current grim situation facing the industry, the cement market demand continues to shrink, the capacity utilization rate is at a low level, and the industry is at a critical stage of self-help. The short-term and medium-term goal is to reduce losses and turn around losses. The Pan-Northeast region has entered winter early, and the time to strive to reduce losses is even more urgent, so it is necessary to lay a foundation for the overall situation of turning around losses next year. The industry should unify its thinking, form a high degree of consensus, formulate practical and feasible goals that can consolidate the benefits and achievements, keep the safe bottom line of sustainable, healthy and long-term development of enterprises, maintain the smooth operation of the industry, and lay a foundation for turning around losses and extricating itself from difficulties.
Zhou Yuxian emphasized that the State Development and Reform Commission and the General Administration of Market Supervision recently issued the Notice on Cost Accounting of Low-price and Disorderly Competition for Important Industrial Products (Development and Reform Price [2026] 1303), "The average cost of the industry is determined by the industry associations and other relevant institutions." It is calculated and determined under the guidance of the State Development and Reform Commission, the General Administration of Market Supervision and the competent industry departments. The association is carrying out relevant work, three provinces and one region can explore cost accounting and form a quantitative model, so as to curb low-price disorderly competition, form strong constraints on low-price dumping enterprises, and standardize industry price self-discipline.
Zhou Yuxian demanded that the association should be brave enough to take on the responsibility, reflect seriously, respond quickly, and focus on solving the problem of low-price and disorderly competition. Consolidate "upload and deliver", the association service is in place, and coordinate problems in time. As a pilot project of self-discipline, Northeast China should promote its work more actively. We should study how to work together with the help of relevant internal and external government departments to smooth the mechanism of feedback, error correction and coordination. Leaders of enterprises and associations should shoulder their responsibilities, jointly explore solutions, be consistent from top to bottom, and promote the implementation of industry consensus layer by layer. Only by strengthening the basis of mutual trust among enterprises can industry self-help achieve actual results. We must abide by the relevant laws and regulations on anti-monopoly and anti-unfair competition. It is necessary to hedge and conduct the cost brought by the rising price of raw materials and coal.
Zhou Yuxian said that China Cement Association will further play a bridge role between the preceding and the following, focusing on three aspects of work. The first is to focus on rectifying the disorder of low-price competition and turning losses into profits. The association should carry out the work of cost accounting model, and the Northeast region should also take this opportunity to carry out the work, provide law enforcement basis for the regulatory authorities, and effectively restrain low-price dumping. Secondly, relying on the support of policy documents such as the approval of peak-staggering production capacity and the control of disorderly price competition, we should strictly implement the peak-staggering production plan issued by the competent government departments of three provinces and one region, and strive to compete for management level in the profitable state of the industry on the premise that the peak-staggering production is in place and the price is not lower than cost.
