For a long time, the cement industry has been trapped in the strange circle of "increasing production without increasing profits". Although the state explicitly requires that the actual daily output should not exceed 110% of the registered production capacity, in practice, due to the lack of real-time and transparent regulatory means, some enterprises still overproduce and depress prices, which induces "involution" vicious competition and seriously disrupts the market order.

In this context, Hubei Institute of Metrology is entrusted to undertake the core link of the construction project of online monitoring platform for cement clinker production in Hubei Province-data acquisition and data quality evaluation. Through the precise calibration of key nodes such as raw material weighing scales and kiln bucket elevators, the Institute has delineated a "digital red line" for each production line. This "ruler" of measurement makes overproduction behavior invisible, changes "campaign supervision" into "normal governance" from the source, and provides hard support for the quality basis of "anti-involution" in the industry.

Cement industry is a major carbon emitter, and clinker production is the most basic and critical underlying data in carbon emission accounting. Under the background of "double carbon", if the data is distorted, carbon trading and emission reduction path will become a rootless tree. Hubei Metrology Institute directly links the output monitoring with the carbon measurement system, relying on the local measurement specification of "Technical Specification for Carbon Measurement in Cement Industry-Monitoring and Verification of Clinker Output". Using two patented technologies independently developed, the dynamic carbon emission measurement model based on process parameters in cement industry is constructed, and the real-time and precise coupling of clinker production and carbon emission data is explored, which lays a solid digital base for the leap of the industry from "extensive accounting" to "precise management and control".

Through the stability analysis and data marking management of 15 days of continuous operation data, Hubei Metrology Institute ensures that every ton of clinker is produced with evidence and evidence. This dimension sublimation from "output measurement" to "carbon measurement" marks that the cement industry in Hubei Province has achieved a leap from extensive growth to precise green transformation.
